CITY OF OJAI HISTORIC PRESERVATION COMMISSION AGENDA Regular Meeting Thursday, December 10, 2015 A regular meeting of the Ojai Historic Preservation Commission will be held on Thursday, December 10, 2015 at 5:00 p.m. in the Ojai City Hall Council Chambers, 401 South Ventura Street, Ojai, California. Roll Call Pledge of Allegiance Public Communications Members of the public wishing to address the Historic Preservation Commission on items appearing on the agenda are requested to complete a “speaker’s card” and file it with the Secretary prior to the start of the Historic Preservation Commission meeting. Cards are available in the Council Chambers Lobby. All comments should be limited to three minutes, unless additional time is granted by the Chair. Speakers should state their name and address for the record and must direct their comments to the Chair, not the audience or press. While the Historic Preservation Commission is in session, members of the Commission, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Chair 1 . Disclosure of Site Visits and Ex-Parte Contacts Disclosure by Commissioners of site visits and ex-parte contacts for items on the agenda. Public Hearing Items 2. Work Permit (WP-15-02), applicant proposes to repair, restore and increase the height of an existing stone rubble wall; and install gates at the driveways at Historic Landmark 4 located at 914, 1000, 1010 Foothill Road. This project was reviewed by the Historic Preservation Commission and the Planning Commission at a special meeting on April 9,

2015 where they continued the item to allow the applicant to provide a sample, prototype of a recumbent style wall, not more than ten feet, not touching the historic wall until a work permit is approved. The applicant provided the sample wall and the Historic Preservation Commission reviewed at their October 8, 2015 regular meeting where they directed staff to bring (WP 15-02) back for final review and action. Assessor’s Parcel Numbers 020-0030-060, -070, and -080. The General Plan Land Use designation of the property is Low Density Residential (LR) and Zoning classification of the property is Single-Family Residential, Low Density (R-O-1). A Categorical Exemption has been prepared pursuant to the California Environmental Quality Act. Property Owner/Applicant: Ramin Shamshiri. Recommendations: 1. Conduct a Public Hearing; and 2. Adopt a Historic Preservation Commission Resolution approving the required findings for Work Permit WP15-02, including CEQA findings determining the project to be categorically exempt from review under CEQA, and approving WP 1502 subject to the conditions contained in the draft resolution. 3.
Consideration of proposed amendments to the Ojai Municipal Code, Title 4, Chapter 8, Cultural and Historic Preservation and report of Ad Hoc Historic Preservation Commission Committee’s consideration of these amendments, related to cultural and historic preservation and landmark regulations and procedures. Recommendations: 1. Hold a public hearing and take comment on the proposed amendments to Ojai Municipal Code Title 4, Chapter 8, related to Cultural and Historic Preservation. 2. Discuss the proposed amendments and either provide direction to staff and the Ad Hoc Committee on revisions to the draft amendments to Ojai Municipal Code Title 4, Chapter 8, related to Cultural and Historic Preservation, to be brought back to the Historic Preservation Commission for future consideration, or act to recommend the proposed amendments to the City Council for adoption.

Recommendation: That the Historic Preservation Commission provide comments on the Draft Request for Proposal (RFP) for qualified consultants to prepare a Phase 1 Historic Resource Report for the Smith Hobson House.
