Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the City Clerk prior to the start of the meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor/Chair. Speakers should state their name and address for the record and must direct their comments to the Council/Board, not the audience or press. While the meeting is in session, members of the Council/Board, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor/Chair. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. (Cal. Penal Code Sec. 403.)

Under State law, other than for emergency items, no action can be taken. Persons wishing to address the Council/Board are requested to fill out a speaker card prior to the Council/Board reaching this point on the agenda. Comments must be limited to three minutes or less.

1. a) Waiver of Reading in Full of Any and All Ordinances Listed on this Agenda and Provide that they be Read by Title Only and Directing the Clerk to Assign an Ordinance Number Upon Successful Introduction. b) City of Ojai Warrants for June 14, 2016 — July 5, 2016 in the amount of $711,320.06. RECOMMENDATIONS: Authorize payment. c) Minutes of the Historic Preservation Commission regular meeting of May 12, 2016. RECOMMENDATIONS: Receive and file. d) Minutes of the Planning Commission for regular meetings of February 3, 2016, February 17, 2016, March 2, 2016, March 16, 2016, June 1, 2016 and special meeting of March 9, 2016. RECOMMENDATIONS: Receive and file. e) Transportation Development Act (TDA) Article 3 Bicycle/Pedestrian Fund Grant — Fiscal Year 2016/2017. RECOMMENDATIONS: Adopt a resolution authorizing the filing of a claim with the Ventura County Transportation Commission (VCTC) for allocation of Transportation Development Act funds for bicycle and/or pedestrian article 3 purposes for Fiscal Year 2016/2017. f) Authorization to Amend Agreement with Dapeer, Rosenblit and Litvak LLP for Special Counsel Services. RECOMMENDATIONS: Authorize the City Attorney to prepare, and the City Manager to execute, an amendment to the professional services agreement with Dapeer, Rosenblit and Litvak, LLP to permit payment for services in excess of the original agreement cap, for an amount not to exceed $3,901.81. g) Ratify Appointment of Victoria Bramson to the Area Housing Authority Commission. RECOMMENDATIONS: Ratify the appointment of Victoria Bramson to the Area Housing Authority Commission for a two year term expiring June 30, 2018. h) Ratify Appointment of Deirdre Daly to the Area Agency on Aging Board of Commissioners. RECOMMENDATIONS: Ratify the appointment of Deirdre Daly as the City's second representative to the Area Agency on Aging Board of Commissioners for a two year-term expiring June 30, 2018.

Replacement of Trolleys — Capital Project Conduct a public hearing to receive testimony RECOMMENDATIONS: regarding a capital project to purchase two replacement trolleys for Ojai Trolley Service. 3. Resolutions Amending the FY 2015-16 Final Revised Budget, Amending the Adopted Budget for FY 2016-17 and Salary Schedule for FY 2016-17, and Related Matters. RECOMMENDATIONS: 1. Hold continued public hearing and complete the budget review. adopting the FY 2015-16 Final Revised Budget 2. Adopt Resolution No. 16and amending the FY 2016-17 Adopted Budget as modified below. amending the salary resolution and updating the 3. Adopt Resolution No. 16Employee Handbook. DISCUSSION ITEMS 4. Introduction of an Ordinance Approving Text Amendment TA 15-11 Modifying the Requirements Related to Preservation, Cutting, and Removal of Oak, Sycamore, Heritage and Other Designated Mature Trees. RECOMMENDATIONS: 1. Receive public comment; and 2. Introduce an Ordinance approving Text Amendment TA 15-11 modifying the requirements related to preservation, cutting, and removal of oak, sycamore, heritage and other designated mature trees; and 3. Ask the City Clerk to read the title of the Ordinance. 5. Short Term Vacation Rentals Prohibition Enforcement RECOMMENDATIONS: 1. Review and provide direction to the Interim City Manager and City Attorney regarding the available tools for enforcement of the City's prohibition on shortterm, transient, and vacation rentals of properties for less than 30 day, other than lawfully permitted hotels, motels, and bed and breakfasts operating in compliance with all applicable regulation mechanisms. 2. Provide direction to the Interim City Manager and City Attorney on: a. Drafting of an ordinance to increase the maximum fine for a misdemeanor violation of the Ojai Municipal Code from the current $500 per violation to the $1000 per violation maximum permitted under state law; b. Drafting of an ordinance to prohibit advertisements for unlawful short-term, transient, and vacation rentals of property for less than 30 days, other than lawfully permitted hotels, motels, and bed and breakfasts operating in compliance with all applicable regulation mechanisms. 3. Provide direction to the Interim City Manager on soliciting proposals for shortterm rental enforcement contracting.

6. Appoint Ad-Hoc Committee to make recommendation to City Council for a proposal for Building and Safety Services. RECOMMENDATION: Appoint two (2) members to ad-hoc committee to review and make recommendation to City Council for a proposal for Building and Safety Services. 7. Roles and Responsibilities of City Commissions and Boards. RECOMMENDATIONS: 3. Receive a report on the current roles and responsibilities of the City's Boards and Commissions; and 4. Discuss the current roles, structure, protocols and responsibilities of the City's Boards and Commissions and give further direction to staff as desired. 8. Designation of Council Member as the Voting Delegate for 2016 League of California Cities Annual Conference. RECOMMENDATIONS: Designate a Council Member as the voting delegate for the League of California Cities 2016 Annual Conference.

Ojai Redevelopment Successor Agency (RDSA) On January 10, 2012, the Ojai Redevelopment Successor Agency was deemed as the former Ojai Redevelopment Agency by Resolution No. 12-03, under Health and Safety Code section 34173(a). The same rules as for City Council meetings apply.
