INTRODUCTION

On February 18, 2016, State of Michigan Asbestos Inspector, Jennifer Parker (A32713), conducted a pre-demolition asbestos and hazardous/regulated material survey of the unoccupied residential property located at 4001 Beaconsfield in Detroit, Michigan. The dwelling is a two-story home with a basement and a garage. Debris was present throughout the dwelling. A copy of the inspector’s proof of accreditation with the State of Michigan is provided in Appendix A. The purpose of this survey was to task an accredited asbestos inspector to complete a pre-demolition asbestos and hazardous/regulated material survey of the site and provide recommendation options for removal and disposal prior to demolition of the building. All areas were accessible. 2.0

SUMMARY OF FINDINGS

The following Tables listed below provide a summary of findings for the pre-demolition asbestos and other regulated materials survey. Table 1 identifies the asbestos-containing materials (>1% asbestos) identified during the survey, their locations, approximate quantity, type and percentage of asbestos. The suspect ACM that was sampled and found to not contain more than one percent asbestos is presented on Exhibit E in Appendix B. A copy of required forms Exhibit D, E, H, and I, including a site diagram is provided in Appendix C. Samples were analyzed by a NVLAP certified laboratory (certificate attached) by polarized light microscopy (PLM) using first positive stop. Sampling methodology and QA/QC are indicated on the attached laboratory results. No other suspect ACM was observed on the Site. Although not anticipated based on surface observations, underground structures that could contain ACM may be present and should be managed accordingly if encountered prior to our during demolition. Abatement of ACMs, including non-friable ACMs, must be performed by a State of Michigan licensed, certified and registered asbestos abatement contractor in accordance with state and federal Occupational Safety and Health Administration (OSHA) and local air quality management regulations.

Sampling procedures were performed in accordance with Asbestos Hazard Emergency Response Act, 40 CFR Part 763 (AHERA) protocols by State of Michigan licensed asbestos inspectors. Elements of the asbestos building inspections were based on practices specified in the National Emission Standards for Hazardous Air Pollutants (NESHAPS), Michigan Public Act 440 of 1988, U.S. Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) standards and included the identification of homogeneous areas within the subject facilities, bulk sample collection of suspect materials, and laboratory analysis. Field activities were performed by Accredited Asbestos Building Inspectors as recognized by the State of Michigan Department Labor and Economic Growth (MDLEG) who have met the requirements of Section 206 of the Toxic Substances Control Act and the Asbestos School Hazard Abatement Reauthorization Act (ASHARA). Sample locations were selected to be representative of homogeneous materials identified within the buildings. Samples were obtained in a manner to minimize damage and, where possible, were collected from previously exposed/damaged locations. Factors used in the selection of sample locations included accessibility, potential for occupant exposure, and/or general safety. Photographs of each side of the building followed by photographs of sample location areas are provided in Appendix D. Lead-based paint may be present on the site and is a hazardous substance. Its condition, handling and disposal are regulated by federal, state, and local agencies. LBP generally does not pose a health threat unless particles are disturbed, become airborne and are inhaled or ingested. Contractors and their employers that will be disturbing the building during demolition should follow all applicable requirements in the OSHA Lead in Construction Standard. Further testing may be required of debris generated from demolition activities to determine whether the debris should be disposed as hazardous waste under the Resource Conservation and Recovery Act (RCRA) in accordance with 40-CFR Part 261 Subpart C. We also performed an Hazardous/ Regulated Materials (ORM) assessment of the site structure to identify potential areas/ items of environmental concern in/on the structures that require decontamination or disposal prior to demolition. RECOMMENDATIONS

Except for the following items listed below, Section 61.145(c) of the Asbestos NESHAP requires that each owner or operator of a demolition or renovation activity involving RACM remove all such material from a facility being demolished or renovated before any activity begins that would break up, dislodge, or similarly disturb the material or preclude access to the material for subsequent removal. Contractors performing asbestos abatement should notify the State of Michigan in accordance with NESHAP, 40 CFR Part 61, Subpart M and State requirements. ACM need not be removed before demolition if it: (i) Is a Category I non-friable ACM that is not friable. (ii) Is on a facility component that is encased in concrete or other similarly hard material and is adequately wet whenever exposed during demolition. (iii) Was not accessible for testing and therefore was not discovered until after demolition began and, as a result of the demolition, cannot be safely removed. If not removed for safety reasons, the exposed RACM and any asbestos-contaminated debris must be treated as asbestoscontaining waste material and kept adequately wet at all times until disposed of. (iv) Is a Category II non-friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition. Demolition with Roofing Materials in Place is covered under the NESHAP regulations (40 CFR Part 61 Subpart M). Roofing materials (if found to be asbestos containing) is considered a Category I asbestoscontaining material. Since demolition activities do not include sanding, grinding, cutting, or abrading, Category I asbestos-containing roofing materials not in poor condition and not friable are not considered RACM and are allowed to remain in place during demolition. If the asbestos-containing roofing material is not in poor condition and is not friable, it may be disposed of in a landfill which accepts ordinary demolition waste. The asbestos-containing roofing material may not be ground up for recycling into other products. In addition, contractors should ensure they follow all OSHA regulations pertaining to demolition of Category I Asbestos-containing materials. Category I or II non-friable ACM that is not subject to 61.150(a)(3) would still have to be disposed of in a landfill that accepts building debris, in a

landfill that operates in accordance with 61.154, or at a facility that operates in accordance with 61.155. Prior to demolition, the following is recommended: A licensed asbestos abatement company in the State of Michigan should remove the materials identified in Table 1 in accordance with all applicable Local, State, and Federal Requirements prior to demolition. Removal, transportation, disposal and / or recycling activities for the ORMs should be performed by a licensed contractor with training and experience in handling the items identified, in accordance with all applicable regulations. 4.0

LIMITATIONS

The results, findings, conclusions, and recommendations expressed in the report are based only on conditions that were noted during the assessment of the vacant above-referenced residential property. Any conditions or materials that could not be visually identified through limited destructive sampling were not inspected and may differ from those conditions or materials noted. The user of this report should keep in mind that conditions at the time of the site reconnaissance may not be consistent with future observations made by others. If during demolition, asbestos containing materials are identified or if suspect asbestoscontaining materials that were not previously identified and/or samples are encountered, work should stop, access to the suspect material should be restricted, and sampling should be performed by a State of Michigan licensed asbestos inspector. Any positive ACMs must be abated by a licensed asbestos abatement contractor. The report is designed to aid the building owner, architect, construction manager, general contractors, and potential asbestos abatement contractors in locating asbestos building materials to be removed prior to demolition activities. This report is not intended to be utilized as a bidding document or as a project specification document. Contractors bidding the demolition of this site should field verify project information.
