ACADEMIC POLICIES OF UNIVERSITY OF SCIENCE AND TECHNOLOGY OF HANOI (Promulgated in accordance with Decision No. 006 /QĐ - ĐHKHCNHN dated 8th January 2013 by the Rector)

CHAPTER I: GENERAL POLICIES Article 1 :

Subject and Scope of Application

1. These policies set out the regulations for Bachelor education at University of Science and Technology of Hanoi (USTH) including: -

Organization and management of study;

2. These policies apply with respect to all personnel taking part in training at Undergraduate School of USTH and all USTH staff. 3. These policies apply with respect to all undergraduate students at USTH. 4. These policies are published to assist student by providing essential information for planning and pursuing their academic programs. Every student is responsible for knowing the academic regulations and for observing the procedures that govern his or her relations with USTH.

Social Accountability of USTH

1. With respect to society’s ideas of facility development, student financial aid, education and training pursuits, development of an optimal educational environment for all disciplines and educational levels. 2. To conduct, transfer and disseminate research outcomes and technological advances to the benefit of society. 3. To strengthen gender equity, and create favorable conditions for the disabled, underprivileged and ethnic minorities. 4. To pay due attention to the protection of the environment in master planning, and the development of and maintenance of all facilities and equipment. 5. To organize socio-cultural and sports activities for students, staff, and officials of the University. 6. To disclose, and be held accountable to society and competent authority for information related to: a. Education, research, recruitment, and utilization of facilities and equipment. b. Targets and methods of student recruitment, pedagogy, examination; methods of evaluation and assessment of educational outcomes, and discrete regulations pertaining to the rights and obligations of students, and student scholarship. c. The policies and procedures for staff and lecturers, and for the quality of instruction and research of lecturers; and the use of campus facilities by students for scholarship and residence. d. Incomes and expenses for the University’s facilities and equipment. e. Statistics regarding graduation, graduates accepted for further study at postgraduate levels, and employment outcomes following graduation. 7. Reports to the Ministry of Education and Training on an annual or ad-hoc basis on the fulfillment of objectives, activity implementation, and utilization of allocated budget.

Article 3 :

Principles for Quality and Efficiency of Education

1. The University is assessed using assessment criteria including indicators developed in consultation with external experts. These criteria consist of indicator tables that monitor the University’s performance and capability. 2. Quality assurance in-charge units under the University are responsible for annually assessing the University’s management and performance in education, research, staff and lecturer recruitment, facility development, service provision for learners; and for providing recommendations pertaining to compliance with necessary procedures for quality improvement. 3. Conducting quality assurance for University’s educational programs as per regulations, by quality assurance agencies from Europe HEEA, Vietnam, and other advanced countries in the world, to assure the quality of education, research, academics, management, and services. Article 4 :

Form of teaching, Credit, Credit hours and Teaching units

1. Form of teaching-learning a. At USTH, the official form of teaching - learning relates to interactive lectures, practices, project work, meetings, internship, or other academic works that are distinct from passive conventional lectures. b. A strong focus on practical work that combines and integrates learning and its workplace application is emphasized. Students will obtain not only basic knowledge but also industrial spirit with professional skills. In other words, USTH will offer a work-ready workforce to meet the demand of both local and international markets. 2. Credit is an educational currency providing a measure of learning outcomes achievable in academic hours at a given level. The amount of attributed credit is based on an estimation of the academic time. USTH uses the European credit transfer and accumulation system, which is shortened as ECTS. One credit generally corresponds to

The

Bachelor program at USTH is designed following the European model referred to as the Bologna process. It is a three-year program with 180 credits. UNDERGRADUATE SCHOOL

3. A teaching unit is a discrete and coherent block of learning (with many subjects). It may form a part of a program of learning towards an overall qualification or standalone. The Teaching unit title should be descriptive of the content. Article 5 :

Subject

1. A subject is a part of a study program. It is designed to help learners acquire gradually all the knowledge required to complete a study program. A subject is led by one or more instructors and consists of 2 to 4 credits. 2. Types of subjects a. Compulsory subject: required for all students in a discipline. b. Subject of conditional option: students have the right to select from a list of optional subjects designed for their disciplinary c. Practical work: students are compulsory to acquire required knowledge through experiments in the lab. d. Internship: compulsory for all students to complete their study program. Students have ten weeks of internship in the last semester of their third scholar year. It must be written in English and approved by a jury constituted of his/her tutor at work, academic tutor and Undergraduate School staff. All necessary documents and guidance are provided in the Annex 1. 3. A syllabus is a document stating the expected learning outcomes, including the goals, objectives, concepts, skills and knowledge of a given subject. An instructor or a group of instructors who are in charge of the subject will prepare the syllabus. The syllabus will be approved by Undergraduate School council and provided to the students for the first lecture of a subject. A syllabus must cover the following: -

Information about the University, in particular the academic department.

Information about the instructor and teaching assistants: name, email, office address, and office hours.

Information about the subject: title, type, credits, credit hours, prerequisites

Information about the class organization and activities

-

The learning outcomes, contents and teaching methods

Other information Financial resources

The University’s financial resources are comprised of: 1. Funds provided by the State: a. Capital funds for development investment: The University is provided funds by the State budget for investment in new construction, and comprehensive and advanced facilities provision to ensure the quality of teaching and scientific research; b. Recurrent funds; c. Funds for performing scientific and technological research tasks; d. Funds for training and in-service training programs for civil servants of the University; e. Funds for executing ad-hoc tasks assigned by competent authorities; f. The capital funds, funds for procurement of equipment, repairing fixed assets for business activities under projects approved by competent authorities within the annual assigned estimates; g. Counter-part funds for carrying out projects with foreign capital which have been approved by competent authorities; h. Other funds (if any). 2. Loans from the Asian Development Bank (ADB) to implement the Loan Agreement signed between Vietnam and the ADB. 3. Incomes of the University include: a. Income from tuition fees and charges; b. Income from training activities, scientific research, technology transfer; c. Income from other activities of the University such as business activities, service provision activities, financial support from organizations and individuals inside and outside the country; d. Financial support from the University Development Fund granted by French organizations and individuals and by Vietnamese enterprises; e. Other lawful sources of funds. UNDERGRADUATE SCHOOL

CHAPTER II: STUDY PROGRAM Article 7 :

Structure of study program

1. Up to now, USTH is the first public Vietnamese university to adopt the Bologna system (3/5/8) for the study program. The study program for Bachelor lasts 3 years and covers 180 credits corresponding to European criteria. 2. All subjects are delivered in English. 3. USTH’s academic and scientific program is innovative within Higher Education in Vietnam. Distinguished from other universities, the study program at USTH covers not only scientific fundamentals and applications, but also language skills and Management Sciences (MS), which is strongly emphasized. 4. USTH presently offers 6specialties specializing in 6 different study programs: a. Biotechnology and Pharmacology b. Water – Environment –Oceanography c. Information and Communication Technology d. Renewable Energies e. Space and Applications f. Materials Science and Nanotechnology 5. Depending on the student’s interest and their first year final score, at the end of the first academic year students will be guided by academic coordinators to choose among these six specialties for the last two years. 6. Bachelor study program in 3 years: a. The study program for each scholastic year is worth 60 ECTS (European credit transfer and accumulation system) as defined in Chapter I, Article 4. b. The study program for each scholar year is comprised of Scientific Fundamentals, Management Sciences, Languages (English and French) c. The study program for the 1st year is common for all students d. The study program for the 2nd and 3rd year: -

Curriculum of Scientific Fundamentals and Application courses are designed separately for each specialty.

Learning outcomes and curriculum design

1. Learning outcomes describes explicitly what learners know, understand, or will be able to do as a result of learning. 2. Learning outcomes are the standards, which will be required in the accreditation and assessment of the learning. 3. Learning outcomes help the learner and teacher to develop a more efficient form of teaching - learning. 4. Learning outcomes should be defined in a way that meets the needs of all stakeholders: the student, the teacher, and external parties, such as the students’ parents, employers, government. It should be noted that employers are interested in what the student can “do” rather than what the student “knows”. 5. The design of the curriculum must be mapped with the learning outcomes rationalization and integration. 6. The study program will insure competences of graduates including: UNDERGRADUATE SCHOOL

Ability to design a system, component, or process to meet desired needs d. Ability to work in multi-disciplinary teams e. Ability to identify, formulate, and solve engineering problems f. Understanding of professional and ethical responsibilities g. Ability to communicate effectively in professional and social environments h. Ability to understand the impact of engineering solutions in a global and societal context i. Recognition of the need for, and an ability to engage in life-long learning j. Knowledge of contemporary issues k. Ability to use the techniques, skills, and modern engineering tools necessary for engineering practice. Article 9 :

Principles for setting up new specialty

1. A new specialty will be considered if it has high social demand that was drawn from surveys of companies recruiting graduate students. 2. A new specialty should be relevant to the vision and strategic plan of USTH. 3. A new specialty must be set up in a way aligned with learning outcomes defined by USTH. 4. A new specialty should be suitable for university teaching staff, facilities and conditions of quality assurance. It also should draw attention and support from companies, organizations, and other financial funds. Article 10 :

Development, issue and assignment of study programs

1. The development, issue and assignment of new specialty will be carried-out as follows: Step 1: USTH will assemble a team dedicated to the construction of the new specialty, which includes representatives of companies that may recruit students following graduation. The team will submit the study program to the board of management of USTH for evaluation and approval. The director of UNDERGRADUATE SCHOOL

USTH will then issue the study program of the new specialty and delegate an assigned faculty to coordinate the new specialty. Step 2: Based on the approved study program, the assigned faculty with his/her team will prepare all the necessary conditions including teaching staff, course materials, facilities, quality assurance and assessment, financial funds and plans to collaborate with companies. Step 3: The assigned faculty will define the enrolment target of the new specialty. After the first scholastic year, evaluation and assessment of quality will be carried out to propose improves to the specialty.

CHAPTER III: ENROLMENT Article 11 :

Enrolment targets

1. Based on the social demand, facilities and conditions to assure academic quality, and the estimated professional need for graduates, the Undergraduate school of USTH annually defines the enrolment targets for each specialty for the following academic year, reporting to the Rector board of USTH before the 30th of June for approval. 2. The Rector of USTH determines the enrolment targets for the Undergraduate school and reports to the Ministry of Education and Training. After receiving the approved enrolment targets, the Undergraduate school is allowed to organize the admissions and educational activities. Article 12 :

Eligibility

1. Candidates meeting the following requirements are eligible to apply to USTH: a. Academic, language proficiency and motivation: - Have already passed their high school examination or will be passing their high school examination within the academic year; and who meet all other academic criteria set by USTH; -

Be able to communicate in English;

Express strong motivate to enroll at USTH.

b. Not to have been prosecuted for criminal liability or convicted of a criminal offence. c. To not have a medical condition that would preclude full participation in and completion of USTH educational programs. As regards people with disabilities, the Head of the Undergraduate school will consider their health, the requirements of their major, the conditions of the Undergraduate school and determine if they are eligible for admission. d. To submit a properly completed application and to pay admission fees in full and on time. 2. Candidates who do not meet the above – mentioned conditions and/or candidates of the following categories are not eligible for admission to USTH: a. Those out of compliance with the Law on Military service b. Those being currently deprived of enrollment or expelled. c. Soldiers and/or police officers in service who are not permitted to enroll in an educational institution by the head of his/her service. Article 13 :

Application dossier and procedures

Candidates applying for the Bachelor program of the Undergraduate school of USTH must submit a valid application dossier and follow the admission procedure in compliance with the USTH admission requirements for the academic year. Article 14 :

Organization of admission activities

1. USTH organizes the admission campaign in general. 2. The Undergraduate school establishes the majors, the repartition of the enrolment target among majors, and submits them to the Rector board of USTH for approval. When approved the Undergraduate school publicly announces the admission campaign. 3. The Rector of USTH issues and directs the implementation of Admission regulations for each academic year, establishing an admission board which is in charge of receiving and pre-screening application dossiers; organizing admission interviews; UNDERGRADUATE SCHOOL

proposing the enrolment benchmarks to the Rector board of USTH for approval (for applications submitted after the university entrance examination); reporting admission results to the Rector board of USTH for final decision; announcing the admission results; receiving and dealing with related complaints; summoning admitted candidates; organizing the welcome of and carrying out the enrolment procedures for new students; summarizing and reporting to the Rector board of USTH. Article 15 :

Policy of priority in admission

The policy of priority for admission is implemented in accordance with the regulations of the MOET and those of the USTH. Article 16 :

Admission procedures for foreign students

1. Foreigners or Vietnamese residing abroad, hereinafter collectively referred to as foreign students, are eligible to apply for USTH, including: a. Foreign students within the scope of Intergovernmental Agreements signed between Vietnamese and foreign governments. b. Foreign students within the scope of collaboration agreements signed between USTH and foreign institutions and/or organizations. c. Independent foreign students. 2. Eligibility a. Academic, language proficiency and motivation: idem as to Vietnamese students. b. To not have a medical condition that would preclude full participation in and completion of USTH educational programs. c. To have financial resource to cover studies and life expenses in Vietnam. 3. Enrolment dossiers a. Idem as to Vietnamese students. b. Verification of financial resource to cover studies and life expenses in Vietnam. UNDERGRADUATE SCHOOL

c. All documents have to be in Vietnamese and English and certified by competent authority. d. Should there be any difference in the education system and/or grading system as compared to the Vietnamese system, students are required to submit a document in Vietnamese and English, issued or certified by competent authority explaining the education system or grading system of his/her country. Article 17 :

Enrolment

1. The Admission board welcomes freshmen and the academic year starts according to the general plan of the USTH for that year. 2. During the enrolment process, accepted candidates fulfill the obligations and follow the instructions in the letters of acceptance. 3. All enrolment procedures have to be completed within 15 days from the enrolment date specified in the letter of acceptance. 4. During the enrolment procedures, freshmen are provided with sufficient information, including: a student identification number, curriculum, plan of study, academic regulations, rights and obligation of student. 5. The Rector of USTH approves the admission results and the list of freshmen. 6. Within a week after enrolment, students must submit all personal information requested by USTH, which will be entered in the university’s student information data base. Article 18 :

Admission fees

The annual admission fees for the Bachelor program will comply with USTH regulations.

CHAPTER IV: ORGANIZATION OF ACADEMIC ACTIVITIES Article 19 :

Semester

A scholastic year includes two semesters. Each semester is comprised of 16 - 18 weeks of instruction and two (02) exam weeks. Article 20 :

Scholastic year

The board of management will adopt the scholastic year setting the first day of instruction and the last day for final examination. The scholar year will start in September and will end in mid-June of the following year. Article 21 :

Plan of training

1. The plan of training is prepared annually by each department and submitted to all Coordinators and the Board of Management. The final plan will be announced in September to all staff and students. 2. At the beginning of a study program, the department will inform students of: a. The study program b. The expected learning outcomes c. The requirements for assuring educational standards and quality d. The academic policies e. Their financial status with transparency 3. At the beginning of each scholastic year, the department will inform students of the plan of study. A detailed schedule of study will be delivered to students before each semester. Article 22 :

Teaching time

Teaching time is from 8am to 6pm, Monday-Saturday. Article 23 :

a. Class for subject is established for students studying one subject in a semester. The training unit in charge of this subject is responsible for organizing and managing the class. b. The head of training unity will decide the maximum and minimum number of students in each class based on the subject, the number of lecturers and University’s facilities. c. Class representatives include a monitor. d. If the number of registered students is lower than the minimum decided by the head, the subject will be cancelled. Students are then requested to register for another available subject to fulfill their credit requirement for the semester. 2. Class for specialty a. Class for specialty is established for second and third-year students in the same specialty. b. Class representatives include a monitor. Article 24 :

Registration of subjects

1. For each semester, the accumulated credits of each student must not be less than 30 (refer to the article 25). 2. Choice of specialties To be eligible to proceed to year 2, students are required to pass the first year. Benchmark to be admitted in a specialty is set corresponding to the specialty target number of students. A specialty benchmark is calculated as the sum of the average scores of two specific teaching units as indicated in the table below: Specialty

Students who fail to meet the benchmark of their first choice will be considered for their second and third choices. Students are oriented toward specialties based on conditions in order of priority as follows: 1) Based on the sum of the average scores of the two specific teaching units corresponding to specialties. 2) Based on the GPA in year 1 (Including Management Science, English, French and Scientific subjects). 3) Priority to students without any warning. 3. Registration of elective subjects a. Before each semester, students will choose one or more subjects from a list of elective subjects correlated with their specialty. b. The students are required to respect the deadline for submission of their selected subjects. c. The elective subject(s) will be cancelled if the number of registered students is below the minimum established by the head of the educational unit. 4. Register to retake the examination following the rule: a. Students are considered to have passed the subject if their final score is higher than or equal to 10 out of 20 points. b. Students who are considered to have not passed the subject if their final average score is lower than 10 out of 20 points or their final examination score is equal or lower than 4 (dead mark) out of 20 points. c. Students who are considered to have not passed the subject are required to retake the examination without any other conditions. d. The final score for the subject will be the highest score. 5. Thesis and graduate project registration a. An internship of 10 to 12 weeks at the end of the third year is required for all students. The USTH internship general guideline is detailed at USTH website (http://usth.edu.vn/v1/wp-content/uploads/2011/12/General-Regulations-USTHundergraduate-internship.pdf) b. An internship relates directly to the students graduate project. c. Students are required to write an internship final report/thesis in English in the form approved by USTH for their graduation. d. For the defense of the student’s graduate project, the Bachelor Board will form a suitable jury in accordance with a specialty. e. The subject of the thesis must be related to the student’s study program. f. Students can register for their graduate project under the condition that they have fulfill the requirements of all the subjects necessary for their study program. g. A list of possible graduate projects is provided annually by the Study Office to help students choose a subject relevant to their study program. This list should include possibilities for internship in industrial environments, other institutes, and laboratories in Hanoi, out of Hanoi and abroad as well. h. Coordinators of each specialty are required to submit the list of potential tutors to the General Coordinator of the Undergraduate School. Article 25 :

Withdrawal of registered subject

1. Students are allowed to withdraw from (a) registered subject(s) if: a. Students submit the application form for withdrawal at least 02 weeks before the beginning of the subject. b. Students can register for more than the required number of credits. c. A substitute subject is available at that time. d. The coordinator of the specialty and the General coordinator of the Undergraduate School accept the late submission form.

2. Students are not allowed to withdraw from the (a) registered subject(s) after the class has started. Article 26 :

Procedures for university transfer

1. Students are allowed to transfer to another university if approved by the Rector. 2. Students are allowed to transfer to USTH if meeting the USTH requirements mentioned in the chapter IV. 3. Special cases will be considered case by case by the Rector board. 4. Students are not allowed to transfer to USTH in the following cases: a. He/she does not meet the requirements mentioned in the chapter IV. b. He/she has received a disciplinary warning or higher at his/her current University.

CHAPTER V: RESEARCH ACTIVITY OF STUDENTS Article 27 :

Research activity of students

Scientific research activities are important and necessary in the educational process, thereby improving

the

quality

of

education

and

creative

capacity

of

students.

Scientific research activities of students are organized as follows: 1. Join a student science club, attend scientific seminars, contribute to scientific reports at conferences/seminars, and publish scientific papers in professional journals; 2. Participate infield surveys, scientific experiments; carry out thesis, research thesis for graduation. Article 28 :

Organization and management of research activity

The organization and management of scientific research students are assigned as follows: 1. Faculty-level training a. Develop a plan for scientific research work for students in each faculty; b. Implement scientific research associated with each topic, students’ research projects and other scientific activities of the unit. Create the conditions for secondUNDERGRADUATE SCHOOL

year students to participate in scientific research; third-year students can become members of the research team and participate in activities in science and technology. In a research project, it is required that at least 15% of total fund must be estimated to pay to good students involving in the project realization. c. Organize scientific conference for students, evaluate research, classify and reward scientific work of students. d. Create student science clubs, organize scientific seminars. 3. The mission of lecturers: Guide students to study science as assigned by the Annual Education Plan. Lecturers guide students in the third year to conduct, an up to 10 hour research project. 4. University of Science and Technology of Hanoi organizes awards and prizes for outstanding scientific work by USTH students. Article 29 :

Awarding points for research achievements

1. Bonus points for scientific research are awarded to students and added to the exact related subject score of the year. Lecturers

1. Rights and responsibilities of lecturers: a. Perform the duties of employees under the provisions of the Education Act, the officers’ law, civil and related laws; preserve the quality, prestige and honor of lecturers; respect the personality of learners, treat learners equally, protect the rights and interests of learners; participate in the management of the training-unit; b. Perform seriously all the rules and regulations of the Training Unit and the University of Science and Technology of Hanoi; c. Perform teaching, assessment, evaluation of the course objectively and accurately, in accordance with lesson plans and teaching plans that have been approved; d. To take advantage of common interests and preferences set by the State, allowances, compensation based on the internal expense regulation of the University of Science and Technology of Hanoi; b. Training unit plan will facilitate the schedule and support part of the training costs of teachers; c. Academic advisors

Academic faculty advisor is a lecturer with PhD degree, having at least 2years of direct teaching, a deep comprehension of training program sand is assigned by the Dean. 1. Responsibilities of academic advisors a. Participate in three valuation of the potential and preference of students in order to give advice career orientation, scientific research, educational planning; support the conditions for the development of potential and preference; b. Explore educational programs; provide guidance to students in developing educational plans; advise students in their choice of optional subjects in the program in accordance with their educational needs, objectives and the needs of the program; c. Provide guidance regarding learning methodologies, scientific research, skills development; monitor students to insure desired outcomes of student learning; d. Help students to solve difficulties and problems in learning. Counsel students when learning outcomes are below standards; e. Coordinate with teachers and relevant working units to support and facilitate student learning, evaluate the practice of students.

CHAPTER VII: RIGHTS AND OBLIGATIONS OF STUDENTS Article 32 :

Obligations of students

1. Students are expected to be law-abiding citizens and any activities that contravene Vietnamese laws will not be allowed. Unauthorized use, possession or storage of any weapon, explosive device or fireworks within the university campus. Unauthorized use, possession or distribution or possession for any purpose of any controlled substance or illegal drug on the university campus is prohibited. 2. Respect the faculty, staff and other students at USTH. 3. Student is requested to inform Student Services of any change related to his/her personal information (address, telephone number, etc.) 4. Course attendance is mandatory for all students. In case students have ≥ 30% of absence, they are not able to take part in the final exam of that course. 5. Students are not allowed to be late for the class. After 5 minutes late, students are not allowed to enter the class. 6. Students are not allowed to use mobile phone during the lectures and classes. 7. Students must fulfill all the tasks and the instructions given by the instructor. Their assignments, reports, essays must be submitted by the due date. Any opposition will be considered as one attitude warning and students are not able to take part in the final exam of that course. 8. Students are required to know the schedule (time & location) of their examinations. The following reasons are not accepted as special considerations: misreading of timetable, adverse traffic conditions. 9. ill or encounter serious accident or other serious matters that affects their ability to attend an examination or to complete an assignment. Within three (03) days after the examination day or assignment due date, students are requested to contact the Academic office to submit an “Application form for Special Consideration”. Documentation of the special circumstances is required. 10. In case of sickness or accident, hospital certification is obligatorily required with round stamp and submitted to Student Services no more than three (03) days after the examination day or assignment due date. 11. All forms of student academic dishonesty including cheating, fabrication, facilitating academic dishonesty and plagiarism are not tolerated. 12. Student who commits any act of dishonesty during examination will receive one of the following sanctions: a. 1st Reprimand: for the first attempt of communicating with other students. b. 2nd Reprimand: for the second attempt of communicating with other students. Student who is reprimanded in an examination will lose 25 % of his/her total score of the corresponding subject. c. Warning: applied to students committing one of the following acts: -

Being reprimanded two times, but continuing to communicate with others during an examination.

Exchanging student’s scripts, draft with others.

Copying from the script of another student.

Dishonestly receiving help from another person (students, staff) during the examination.

One-year scholar suspension: applied to the student who impersonates another student or allowed himself/herself to be impersonated by any person in the examination for the first time.

e. Expulsion: applied to the student who impersonates another student or allows himself/herself to be impersonated by any person in the examination for the second time. Article 33 :

Rights of students

1. Students will be treated respectfully and equally by the faculty and all staff of University. 2. Students will be provided full Bachelor study program and a study plan for the scholastic year, the semester, and the subject. 3. Students will be facilitated in their study, research, and scientific publications. 4. Students have the right to address their opinions to Student Services about the University’s vision, educational program, content and methodology. 5. Students have the right to reserve their study results and leave University temporarily in the following cases: -

Taking military services.

Due to medical issues, such as severe disease or accident that requires long term treatment (must be legally certified by a medical center).

For his/her own personal reasons, student must complete at least one semester at university and his/her semester score must not be less than 10 of 20 points.

CHAPTER VIII: RESULTS EXAMINATION AND EVALUATION OF

STUDY Article 34 :

Evaluation of subject results

1. Subject score includes: partial evaluation marks constituting of average mark of usual and/or periodical tests in class, mark for awareness and attitude in seminars, mark for practical, attendance mark, midterm mark, essay and assignments mark and final exam mark. 2.

Regular test: different evaluation methods are used in each subject to examine students’ knowledge and skills according to the goals of the subject, as well as feedback received from students to adjust their pedagogy and methodology.

3.

Periodical test and midterm test: scheduled according to the syllabus of the subject in order to evaluate the level compared to the goals of the subject.

4.

Exercises and practical subjects (if any) are evaluated as follow: a. Exercises may include assignment, reports, student’s presentation, homework, class exercises for each class session. b. Practical mostly refer to Lab- work or outside practice such as field trip. c. Student’s attendance and completion of exercises and practical is compulsory. d. The weight of exercise and practical mark is decided by the lectures with the approval from the direct coordinator.

5.

The final exam of a subject can be carried out using the following forms: written examination (multiple choice questions or essays), oral examination, practical or a combination of those.

6.

Evaluation methods of a subject and the weight of partial mark and final exam mark are proposed by lecturers with the approval from the direct coordinator. They must be prescribed in the syllabus.

7.

Test questions, essay topics, assignments and final exam questions must be suitable to the contents described in the syllabus. Keys and grading scale must be sent to the Undergraduate School together with the exam papers.

Implementation of final exam

Testing and marking of the subject must be done by lecturers. Partial evaluation exams results are provided to students within 2 weeks at most and final exam result is provided to students within 4 weeks at most.

2.

Students are required to attend all partial evaluation examinations and fulfill tuition fees in order to attend final examinations.

3.

Students who do not attend a midterm test or other practical evaluation without a reasonable excuse will receive a zero point (0) for their midterm mark or practical evaluation and are not able to take part in the final exam of that subject. Students are required to redo the course

4.

If classes share one/or several subject(s) in common for one semester, there will be one exam for each common subject for all students.

5.

At the end of the semester, the university schedules an examination period. Students are allowed to attend an examination once for each subject. Students who cannot attend the final examination without a reasonable excuse (sickness certificate) cannot take the retake exam in the same year.

6.

The main exam period schedule is provided at least two (02) weeks in advance. Each subject takes place in separate examination venues.

7.

Final examination organization. a. Lists of students who are eligible or ineligible to attend the final exam together with the written reasons (if any) are sent to Undergraduate School by lecturers within 3 days after finishing the last lecture. The Undergraduate School announces the qualified students together with exam venues within ten (10) days. b. Written examination or multiple choice questions -

One invigilator is needed if the number of students is lower than 15. At least two (02) invigilators are needed if the number of students is from 15 onwards.

Invigilator are requested to be fair, serious, and focused.

When receiving the exam papers, invigilators have to: 

Count and note the number of exam papers into the examination record.

 Demand that students write the number of pages correctly and sign in the exam attendance list.  Must not lose exam papers; must not let students exchange exam papers or submit other papers  Names and ID of students violating exam regulations must be noted in the examination record. 

8.

Student’s letter permission of absence must be submitted together with the exam papers.

Oral examination organization a. Each subject must include sets of questions that cover the knowledge acquired for this subject. b. Students are interviewed by the instructor of the subject, examiner. c. In each examination venue, one invigilator will be specifically in charge of calling the students’ names, checking students’ ID card and examining students picking exam questions.

9.

The academic coordinators set rules for marking the exams (chapter IX).

10. Acting procedure is regulated by the Rector. 11. Exams questions and all marked final exam papers are stored at Undergraduate School for at least two (03) years from the exam date. After that, the rector establishes a Cancellation Council. Mark sheets for partial evaluation exams, the exam attendance list and overall the mark sheets of the subject together with the electronic file are stored forever. 12. Students who are absent from the final exam with reasonable excuses can be considered for a retake exam on a first time basis. 13. Students who are absent from the final exam without reasonable excuses will receive a zero (0) score for his/ her semester and are required to redo the course. Article 36 : 1.

Evaluation of graduation thesis

The Undergraduate School establishes a Thesis and Graduate project evaluation Council which includes at least 3 members proposed by the Coordinators.

The Thesis or Graduate project is marked in a 0 - 20 scale with one (01) digit after the decimal place.

The results of thesis and graduate project are included in the average score of their whole study program.

5.

Students who fail the thesis and Graduate project have to register again to redo the thesis and graduate project.

Article 37 :

Discipline of invigilators (proctors), examine organizers and examiners

Invigilators who take part in invigilating and marking the exams, who violate regulations (is detected during or after the exams) are warned or sanctioned as follow: 1. Reprimanded for one of the following acts: a. Arrive late at the examination venue b. Do not sign the exam papers, draft papers of students c. Do not focus on invigilation d. Are absent from one (01) invigilation exam session without reasonable excuses 2. Warning for one of the following acts: a. Be absent from two (02) invigilation exam sessions without reasonable excuses in an academic year; b. Leave the exam venues without permission; c. Let the students copy and/or bring unauthorized reference documents into the exam venues; d. Do not record students violating exam regulations; e. Lose students’ exam papers when collecting, moving or marking; f. Allow students to submit theses and graduate projects using plagiarized sources without references or citations; 3. Demoted or dismissed for one of the following acts: a. Disclosure of examination questions;

Modify contents in students’ scripts to increase or decrease the mark results; f. Modify the examination records, marking records or grading books; g. Exchange fraudulently students’ scripts or results h. Submit students’ plagiarized theses or graduate projects to the Evaluation Council for the second time. i. An instructor who cannot control his/her students’ plagiarism in theses or graduate projects is sanctioned from reprimand to dismissal. Article 38 :

Subject grading system

1.

Partial evaluation exam is marked in a 0 - 20 scale with one (01) digit after the decimal place.

2.

Score of the subject is the average of partial evaluation exam results and final exam result considering the weight of each factor as prescribed by the syllabus of the subject. The subject score is included with one (01) digit after the decimal place.

Article 39 :

Evaluation of study results

Student’s study result is evaluated right after the semester based on those following factors: 1. Study workload: Total number of credits registered in the semester (exclude free – elective subjects) 2. The volume of accumulated knowledge: total number of credits of subjects passed from the beginning of the program. 3. Average score of the semester: average score based on weighted credits of registered subjects ( both passed and fail) 4. CHAPTER IX: GRADUATION REQUIREMENTS AND

Graduation requirements

1. No student can receive a diploma until all financial obligations to the university have been met. 2. In order to graduate, students must complete all course requirements in their respective specialties (180 ECTS in total) and be recommended for degrees by the academic coordinators of the undergraduate school. Such recommendation shall be based upon the good standing of the student in academic and disciplinary matters. Article 43 :

Graduation recognition and diploma issue

1. In recognition of exemplary academic achievement as undergraduates, USTH will deliver specific distinction for some candidates for undergraduate degrees. The diploma is printed with the name of the student approved at registration, along with the student's primary degree (i.e., Bachelor of Science and Technology in Water – Environment - Oceanography). 3. Diplomas are distributed to graduates during or immediately following the commencement ceremony. Certain circumstances will result in students receiving their diplomas at a later date, and such students will be informed of this well before the ceremony. If a student is unable to attend the ceremony, diplomas will be available for pick-up or mail-out in the weeks following commencement. Diplomas are not available prior to the stated date of graduation. Article 44 :

University authority of diploma issue

According to the Decision of Minister of Education and Training (MOET) No. 5571/ QĐ-BGDĐT on the 14th of December, 2012 on the USTH diploma issues, the Bachelor Diploma is validated by the USTH Graduation committee and signed by the Rector of the USTH.
