UCPEA EXECUTIVE BOARD MEETING Minutes – September 3, 2015 Attendees – Ken Best, Veronica Cook, Michele Hoff (by phone), Peter Morenus, Lisa Pane, Gisele Russo, Kathy Sanner and Kimeta Straker Guests – Lindsey Jenkelunas, Chuck Morrell and Sean Shields 1. Call to Order – The meeting was called to order by President Sanner at 12:04pm 2. Acceptance of Minutes of August 27, 2015 - The motion to accept the minutes with corrections was made by Morenus and seconded by Best. Motion carried. 3. Additions to Agenda 1. COPE PAC request – A motion was made by Morenus to give $1000 each to the Senate Dems Victory, Majority and Leadership PAC and take out a ½ page ad for an additional $100 for a total of $3300. Seconded by Cook. Motion carried. 2. Voluntary Layoffs – Notice was given to a member in a grant funded position that the funds expire next year. Another member wanted to offer themselves up for voluntary layoff but office has not yet received any word to that regard. 4. New & Future Business: 1. Recall Rights Meeting with Labor Relations – There was a meeting to clarify the process with Workforce Solutions on how the process will go and when the member would be notified. 2. Committee Assignment Letters – Letters created for all committees and ready to be sent out. The Grievance Team was thanked and asked to follow up with the office on all open cases. 3. MOA Recall Rights – Updated on the meeting with Labor Relations. 5. Old Business: 1. AFT & AFT CT Dues Increase – The letters have gone out. 2. Agency Fee Payer Project Update – 9 membership cards were received as of yesterday with at least 4 more handed to Chuck personally this morning. However, effective immediately we will no longer be using Focus reports for member lists given to Area Reps. 6. Reports: 1. President’s Report – Were notified that the Nayden Clinic is now going to be run by the UHC so a proposal was made to move UCPEA members there to UHP. UCPEA was not in agreement and so made a counter proposal to which there was initially no response and then lack of cooperation to address the matter. A suggestion was made for us to work with Attorney Doyle to file a Labor Board charge and grievance regarding prohibitive practice and refusal to bargain in good faith. At the recent SEBAC meeting it was noted that the Rowland lawsuit settlement that members who were employed at the time of November 2002 will receive an additional 1.25 PL days. The Compound Drug Issue goes to Arbitration Sept 23. The Police have had their contracts done with a sprinkle. We should seek to find out the definition of sprinkle. Next SEBAC meeting is scheduled for Oct 1 with negotiations as the sole agenda item.
Staff Reports
Morrell – Found a conference phone from Staples for under $400, way under budget. This will come from the Office Equipment Line. There was a motion made by Pane to use up to $1000 for a laptop purchase for upcoming negotiations from Negotiations Line. Seconded by Best. Motion carried.
