ANNUAL NATIONAL CONGRESS OF THE PHILIPPINE LIBRARIANS ASSOCIATION INC. The Philippine Librarians Association Inc. (PLAI), in partnership with the National Commission for Culture and the Arts (NCCA), through the National Committee on Libraries and Information Services (NCLIS) and the National Library of the Philippines (NLP), will conduct its Annual National Congress with the theme Library as a Place: Continual Learning in the New Information Landscape from November 22 to 25, 2016 at the SMX Convention Center, SM Lanang, Davao City. The Congress aims to: 1. explore the concept of Library as a Place and the different strategies needed to transform libraries as the Third Place; 2. examine how participating librarians can improve their facilities, create new programs, develop collections, and upgrade their services; 3. recognize the role of librarians as agents of .development by implementing formal, informal, and lifelong learning programs; 4. identify strategies on how libraries can work effectively with different stakeholders of society to develop, deliver, and sustain its programs, services, and access to information; and 5. identify functions and areas of collaboration among the participating librarians to make their respective libraries, archives and museums (LAivis) a venues for promoting personal, intellectual, cultural, and social development. The target participants are the librarians and teachers from both public and private elementary and secondary schools, and tertiary/higher education institutions, and information professionals nationwide. In line with this, we are inviting you to attend this year's National Congress. There will be parallel sessions sponsored by

sectorial library associations to discuss topics relevant to different type of libraries (i.e. academic, public, school, and special). Moreover, a Caucus and General Assembly will be held to present updates and provide a venue for discussion of concerns relating to the Association and to the profession in general. In addition, the Mindanao Book and Comics Fair will be held at the same venue during this time.
