Pursuant to Unnumbered memorandum issued by the Office of the Undersecretary on Partnership and External Linkages entitled Reiteration on the Submission of Senior High School PartnershipBuilding Tools and Lighted PH's List of Un-energized Schools and Matters for Compliance and Information on Abot Alam dated April 8, 2016; under Section3.7 : Integration / Mainstreaming of Abot
Alam in the Regular ALS which states that: "Given that Abot Alam will be implemented only until end of 2016 using the 2015 continuing funds, Divisions should come up with integration plans for their Abot Alam learners who are not yet enrolled: a. For those mapped for Basic education Divisions should be able to come up with a plan that transitions the learners to regular ALS implementers." In relation to this, the following Abot Alam teachers are advised to return to their former official station effective May 27, 2016 and their learners will be transferred to regular ALS implementers:

This is to reiterate the submission of the following:
1. Senior High School Partnership-Building Tools Last February 29 to March 3, 2016, a series of technical assistance sessions to regions were conducted at the DepEd Central Office in support of the Partnership-Building for K to 12 Training of Trainers Workshop held last November 23 to 25, 2015 in Los Banos, Laguna. The Regional SHS and Partnership Focal Persons were assisted in properly accomplishing the tools and in providing adequate information. However, to date, not all regions have submitted and properly accomplished the tools. Thus, this is to remind the regions and divisions that have not submitted the properly accomplished partnership-building tools enclosed in DepEd Order 40, s.2015 to email their outputs pot later than April 18, 2016 to these email addresses: loren.campenaftdeped.gov.ph ,
[email protected] , jason.ongtengcoOdeped.gov ,ph, and ernesto.rascoPdeped.gov.ph . The data will serve as reference in identifying the items in need of partnerships and for procurement and budgeting purposes. The regions shall consolidate the data from its respective regions and it shall be the regions to email to the abovementioned email addresses. Only consolidated data froni the regions shall be entertained by the Central Office. No divisions shall directly submit to the email addresses above. For further inquiries, please contact the Offices of the Undersecretary for Partnerships and External Linkages (OUPEL) at (02) 633 7207 and/or the Office of the Undersecretary for Programs and Projects at (02) 633 7202.
2. List of Un-energized Schools for LightEd PH Project In the second and third week of December 2015, each of the divisions was sent an individual email with subject, "LightEd PH: List of Un-energized School", requesting for

information on the schools that are ngt yet energized or schools without electricity. However, not all divisions submitted the needed information. For quick reference, enclosed is the template regarding this which should be emailed in MS. Excel format to mark.abinsay0deped.gov.ph not later than April 18, 2016.

/ 1-11122kAlam / 3.1. Encoding and Housekeeping of Abot-Alam Data with reference to DepEd - Order 20 s 2016
In line with our efforts to establish a complete and accurate database of learners, the Learner Information System (US) will be open to the Divisions from April 6 to May 15, 2016 to allow encoding and housekeeping of AbotAlam data. During this period, the Divisions will be able to access the LIS and do the following: a. Review and clean up Abot-Alam data that are currently in the LIS and tag all Abot-Alam learners who were not initially tagged as "AbotAlam"; b. Encode the data of all Abot-Alam learners enrolled in the Alternative Learning System (ALS) but are not yet registered in the LIS; and c. Encode the data of all out-of-school youth (OSYs) mapped under AbotAlam for Basic Education but not yet enrolled. This is to help address discrepancies in the reports submitted by the Divisions vis-à-vis the actual data in the LIS. The Division's data in the LIS will be the primary basis for the downloading of 2015 continuing funds for the implementation of Abot-Alam in 2016. For detailed instructions on the LIS encoding and housekeeping, please refer to DepEd Order 20 s 2016. All Divisions are expected to complete the process by May 15, 2016. 3.2. Submission of the Division's Abot-Alam 2014 Fund Utilization Report
All Divisions are reminded to submit their Fund Utilization Reports as of December 31, 2015. Each Division should update the Fund Utilization Report previously submitted (as of August 31, 2015) and account fully for the 2014 Abot-Alam funds that was downloaded in November 2014 and June 2015. The Memorandum issued by this Office, together with the template for the Fund Utilization Report, was sent by email to all Regional Directors, Schools Division Superintendents, and Abot-Alam Focal Persons on April .4, 201.6. Please email your completed Fund Utilization Report to the Abot-Alam Secretariat <

3.3. Downloading of Abot-Alam 2015 Continuing Funds

The Abot-Alam 2015 continuing funds will be downloaded based on the Division's updated Abot-Alam data in the US. Please note that the 2015 continuing funds may be used only up to December 31, 2016, A Memorandum shall be issued by this Office to provide guidance on the implementation and budget allocation of Abot-Alam in 2016. 3.4. Abot-Alam Mobile Teachers
In 2014, 305 new Mobile Teacher items were allotted for the ALS implementation of Abot-Alam. They will continue on as Abot-Alam Mobile Teachers in 2016 and will be provided with the P25,000 total allowances for transportation and teaching aid (P2,500/month for 10 months) as per DepEd Order 17 s 2015. Their allowances will be included in the Abot-Alam funds to be downloaded to the Divisions in 2016. Beaminglanuary 2017, these Abot-Alam Mobile Teachers will continue on as regular ALS Mobile Teachers, and their allowances will be included in the funds to be downloaded by the Central Office to other regular ALS Mobile Teachers. 3.5. Abot-Alam ALS Literacy Volunteers There will be two groups of ALS Literacy Volunteers (LVs) to be deployed and funded by Abot-Alam in 2016: For LVs who serve learners enrolled in 2015 but have not yet completed the 10-month intervention, Abot-Alam funds will be allocated for the remaining number of months to complete their 10month engagement. For LVs who will cater to learners who have been mapped but yet to be served, Abot-Alam funds will be allocated for the ten (10) months of deployment. New LVs may be engaged and costs may be charged to Abot-Alam if their contracts will begin anytime in 2016 and the 2015 continuing funds are obligated for their 10-month engagement. All OSYs that will be mapped and could no longer be catered by current AbotAlam LVs shall be endorsed to regular ALS implementers, to ensure that they can still be served even beyond the funding support of Abot-Alam. 3.6. Excess Teachers assigned to Abot-Alam
Divisions that prefer to continue engaging their Excess Teachers instead of hiring new Literacy Volunteers for Abot-Alam may do so in 2016, as supported by LIS data. They will be provided with the P25,000 total allowances for transportation and teaching aid (P2,500/month for 10 months) as per DepEd Order 17 s 2015. Their allowances will be included in the Abot-Alam funds to be downloaded to the Divisions in 2016.
3.7. Integration/mainstreaming of Abot-Alam in the regular ALS Given that Abot-Alam will be implemented only until end of 2016 using the 2015 continuing funds, Divisions should come up with integration plans for their Abot-Alam learners who are not yet enrolled:
a. For those mapped for Basic Education Divisions should be able to come up with a plan that transitions the learners to regular ALS implementers. No additional LVs should be engaged if there are no assured fund source for their allowances. DepEd will continue to map OSYs and enroll them in ALS using the regular ALS forms and monitoring processes. b. For those mapped for Higher Education, Entrepreneurship, and Employment
Divisions should be able to come up with a plan on how to ensure that learners mapped are referred to relevant government agencies and other partners. If the learners mapped have not yet completed Basic Education, they should be enrolled in ALS or in formal school.
