W hat Is The Law All About ?
- In an effort to boost readi ng achi evem ent, Mi chi gan law m akers passed Publi c Act 306 i n October 2016. - Mi chi gan?s test scores on both the Mi chi gan-based M-STEP ELA assessm ent and the NAEP (Nati onal Assessm ent of Educati onal Progress) readi ng assessm ent have show n a need for attenti on to early readi ng and li teracy. - On the 2015 NAEP Mi chi gan w as 41st i n the nati on for 4th grade readi ng achi evem ent. - To help m ore students be profi ci ent by the end of 3rd grade, the law requi res extra support for K-3 students w ho are not at grade level i n readi ng. - The law also states that a chi ld m ay be retai ned i n 3rd grade i f he/ she i s one or m ore grade levels behi nd i n readi ng at the end of 3rd grade.

Thi s i ncludes: - Extra i nstructi on or support i n areas of need - Ongoi ng check s on readi ng progress - A Read at hom e plan - If you are noti fi ed your chi ld m ay be retai ned, you have the ri ght to m eet w i th school offi ci als and to request an exem pti on i f i n the best i nterest of your chi ld. You have the ri ght and are encouraged to be i nvolved every step of the w ay!
How W ill This Affect My Child?
In Grades K-3 :
In 3rd Grade:
- Your school w i ll use tests to i denti fy students that need - Starti ng i n 2019-2020, a student w i ll not be prom oted to 4th extra help w i th readi ng. These students: grade unless he or she: - Are at ri sk of not passi ng the M-STEP ELA i n 3rd grade. - Recei ves a readi ng score of less than 1 year behi nd on - Are not readi ng at the expected level for hi s or her grade grade 3 ELA state assessm ent (M-STEP) level and ti m e of year. - Show s a grade 3 readi ng level on another test approved If your chi ld i s i denti fi ed as by superi ntendent of publi c i nstructi on needi ng addi ti onal supports - Show s a grade 3 readi ng level through a portfoli o, or (extra help), your school w i ll collecti on, of student w ork i n all grade 3 ELA standards. provi de your chi ld w i th an - A chi ld w i ll only be requi red to repeat 3rd grade once. i ndi vi dual readi ng i m provem ent - You w i ll be noti fi ed by the state and di stri ct i f your chi ld plan. Som e w ays to do thi s: - Read out loud to your chi ld. - Li sten to your chi ld read. - Echo read (You read a li ne, then they repeat) . - Read together at the sam e ti m e. - Reread or retell favori te stori es. - Talk to your chi ld about the readi ng.
