Dear Leonie Haimson, This letter is a response to your request pursuant to the Freedom of Information Law received on April 10, 2016, for the following records: In December 2014, the Blue Book Working Group appointed by the Chancellor made several proposals to improve the school capacity formula, including aligning the formula to the class size goals in the city's approved 2007 Contract for Excellence/Class size reduction program. In July 2015, the Mayor's office rejected this proposal. I would like a copy of the Decision Memo outlining the reasons for this decision, and/or any emails between the DOE, SCA and the Mayor's office explaining the rationale. After conducting a search, the Mayor’s Office has identified records responsive to your request under FOIL. The responsive records are attached. Please note that some responsive material has been redacted in part or withheld in its entirety pursuant to Public Officers Law §87(2)(g). We continue to search for any additional records responsive to this request. We estimate that we will be able to provide you with a further determination regarding any additional responsive records that may exist on or before January 26, 2018
