Northwest Texas Council Information and Policy 2017 National Boy Scout Jamboree Participants
Thank you for your interest in the Northwest Texas Council 2017 National Jamboree expedition! This document contains the information needed to apply and participate in this exciting adventure with other Scouts and Ventures from our council. The opening day of the 2017 Jamboree will be Wednesday, July 19, 2017, and the closing day will be Saturday, July 29. Approximately 40,000 Scouts and leaders will attend, plus 10,000 staff. Programs will include 3-D archery, BMX cycling, Brownsea Island, buckskin games, canopy tours, challenge courses, climbing, competition archery, conservation trail, exhibits and displays, fly fishing, geocaching, highland games, hiking, kayaking, merit badges, military experience, mountain biking, orienteering, photography, pioneering, rappelling, rifle shooting, scuba, shotgun shooting, skateboarding, sporting arrows, sporting clays, swimming, Technology Quest, Order of the Arrow, Native American demonstrations, service projects, white-water rafting, and zip lines. We invite you to join us for this exciting adventure! The Northwest Texas Council has already reserved one troop, which consists of four adult Scout leaders (Scoutmaster and three assistants), and four patrols of eight youth Scouts for a total of 36 Scouts and four adult leaders. We also intend to send a Venturing crew which consists of eight Venture-age youth and two adults for a total of 10. As part of the Jamboree experience, contingents will participate in a service project of significant impact to a West Virginia community. To attend the Jamboree, the Council contingent will depart via charter bus and drive to the site of the service project with one overnight stop enroute and time to enjoy some sightseeing at a place of interest (TBD). After the service project, the bus will continue to The Summit Bechtel Reserve. Once the Jamboree closes on July 29th the contingent will bus back to Wichita Falls with one overnight stop enroute. Northwest Texas Council Information and Policy 2017 National Boy Scout Jamboree Participants This information supplements the 2017 National Jamboree electronic application. The National Jamboree Committee of the Northwest Texas Council has approved and adopted these policies and rules. By providing written procedures regarding various aspects of behavior and dress, the Council’s Jamboree Committee has established clear guidelines and communications regarding acceptable behavior/dress and the consequences of violation. Contingent members, Scouts, Venturers and adults, must abide by these policies and rules. The term "Scout" includes "Venturer" throughout this document. QUALIFICATIONS: The qualifications are listed in the 2017 National Jamboree application. Participants will be guided by the Scout Oath and the Scout Law and will obey all U.S., local, and state laws. ATTENDANCE: Participation in pre-Jamboree meetings and training weekends are required. Participants unable to make an event must coordinate in advance with the Jamboree Scoutmaster. Jamboree trip — currently scheduled to depart from a central location on July 16, 2017, and return on July 30, 2017. APPLICATION PROCEDURE: 1. Complete the Boy Scout electronic application from the national website – www.bsajamboree.org 2. Read the rest of this document. The signature page must be returned with required information. 3. Include the $250.00 deposit (payable to the Northwest Texas Council). 4. Applications are received only at the NWTC Service Center, 3604 Maplewood Ave, Wichita Falls, TX 76308 When applications exceed 36 Scouts/Venturers, a “wait list” will be established (with refundable deposits). If openings occur, the “wait list” Scouts will be called up based on the order received at the Service Centers. FEES AND REFUND POLICY: The total fee for Northwest Texas Council Scouts and Leaders is estimated to be around $1,500. This includes expenses for the National fee, pre-jamboree training, and transportation to and from the Jamboree, allowances for food at stops during travel, equipment, and local council costs. Fees are due according to the following schedule and are cumulative: $250 (minimum) with application $275 by November 1, 2016 $350 by January 1, 2017 $375 by March 1, 2017 $375 by May 1, $375 or remaining balance by June 1, 2017 Note: The last payment will be adjusted upward or downward to reflect the actual expected costs. If an applicant is approved and finds that he/she cannot attend, the applicant will receive a refund only if the Council has a qualified alternate in accordance with the Northwest Texas Council refund policy. OFFICIAL UNIFORM GUIDELINES FOR THE 2017 JAMBOREE: As Scouts and leaders represent the Northwest Texas Council, they are expected to dress appropriately. The required BSA Field uniform is required: when on sightseeing excursions; while eating meals to and from the Jamboree; ceremonial events and evening meals at the Jamboree. Leaders may determine if the field uniform is required for other events. The following will be provided as part of the fee — Council shoulder patch, and National Jamboree troop numerals, and other items to be determined. ACTIVITY (Class “B”) UNIFORM: This uniform consists of: Boy Scout shorts Jamboree ball cap (as mentioned before) plus Boy Scout web belt and buckle or another Scout belt with buckle. Boy Scout Socks Approved Scout issued T-shirts. T-shirts displaying non-Scouting images, commercial products or inappropriate language are not allowed. This uniform is usually worn during most Jamboree activities and in the campsite, except for dinner and ceremonies. Uniforms are to be worn correctly as prescribed by the Boy Scout catalog and the Scoutmasters. MONEY: It is strongly advised that each participant purchase travelers checks or a “travel card” (looks like a charge card, works like cash) for their spending money. Youth are responsible for their own funds. ELECTRONIC DEVICES: The Northwest Texas Council and your Jamboree Troop leaders are NOT responsible for lost, stolen, or damaged electronic devices or media. Scouts need to put their names on their devices. The troop Scoutmasters and some other leaders will have phones for communication purposes. Scouts may bring phones if desired. All Scouts agree to the following: If Scouts have a problem or concern during the Jamboree trip, they will work through the below “chain of command” until the problem is resolved. 1. The person with whom the Scout has a problem 2. The Patrol Leader or Assistant Patrol Leader 3. The Senior Patrol Leader or Assistant Senior Patrol Leader 4. The Scoutmaster or Assistant Scoutmasters 5. The Scout’s family. Scouts and parents should allow Scout leadership and Scoutmasters to have an opportunity to resolve problems or concerns while on site before parents become involved. PROHIBITED ITEMS: Knives worn on the belt (acceptable knives must be the folding type with a blade length of less than three inches and must be carried in a pocket or pack), aerosol propellant (pump type propellant is allowed), food or drink in tents, flame in tents, bullwhips, water guns, slingshots, martial arts devices, fireworks, and laser pointers of any type. OBSCENE/INAPPROPRIATE MATERIAL: All printed and electronic material must be consistent with the intents and purposes of the Scout Oath and Law. DISCIPLINARY ACTION: Any Scout or leader who violates the National or Northwest Texas Council policies will be subject to disciplinary action by the Scoutmasters. A second offense will require that a Scout or leader be expelled from the trip at the participant’s expense. Parents need to be aware that if their son is expelled, they will need to arrange payment for travel home. DECISION RESPONSIBILTY: The adult leaders on the expedition have the responsibility to make decisions regarding the National and Northwest Texas Council policies. Their decision is final. The Scoutmaster may seek advice and counsel from the professional staff, other adult leaders from this council, or Jamboree staff regarding any matter. TROOP ASSIGNMENT: The Northwest Texas Council and the National Jamboree Committee reserves the right to assign Scouts to troop(s) and patrols, to change the staff or the itinerary, or to cancel the trip due to circumstances beyond its control, and cannot be responsible for costs incurred. SLEEP SCHEDULE: In consideration of other participants, Scouts agree to follow the bedtime and sleep schedule of the unit (including the time on the bus, while touring and at the Jamboree), unless otherwise directed by their troop’s leaders. YOUTH PROTECTION: All participants must receive Youth Protection training. This will be provided during the pre-Jamboree training. Participants and leaders must follow the protection guidelines during the Jamboree.

PARENT / GUARDIAN / SCOUT AGREEMENT We, the parent/guardian(s), and the Scout do hereby agree to the above rules and conditions of the “Northwest Texas Council Information and Policy for 2017 National Boy Scout Jamboree Participants” and the “2017 National Scout Jamboree Participant Statement of Understanding and Code of Conduct” (acknowledged as part of on-line registration). We agree that should a problem arise, that the Jamboree Scoutmasters have the authority required to make any necessary arrangements to ensure the health, safety, and enjoyment of the Jamboree participants. We agree to be responsible for any damages or expenses involved, including travel, should our Scout be required to terminate any portion of the trip due to inappropriate behavior or violation of the above named policies.
