Greetings Greetings VCCA/BCC Symposium Participants: Welcome to the VCCA/BCC’s Symposium 2017! Our theme this year is “Inform! Involve! Inspire! - Collaborating to Promote Diversity and Inclusion.” The Symposium planning committee has worked diligently to provide a program that will be engaging and insightful. We have worked hard to make this an experience you will always remember. The pulse of this annual gathering will not be from what we have done, but from the exchange of ideas during the symposium interactions. I hope that the connections and conversations during the symposium will serve as a launching pad to continued discussions and action. A sincere thank you to the BCC Planning Committee for all of their hard work and commitment in planning this year’s symposium. Also, acknowledgement to our presenters who are providing valuable information during the sessions. Additionally, thank you to the VCCA Executive Committee for their support and guidance. BCC Mission Statement The Black Concerns Commission (BCC) of the Virginia Community Colleges Association (VCCA) was founded to: •

promote the aims of the VCCA as set forth in the governance section of its constitution;



identify and study needs and concerns of Virginia’s community colleges’ Black staff and students and to communicate these to appropriate individuals, agencies, and groups;



operate for educational purposes as they pertain to effective and quality education and training for Black students;



provide a statewide body whereby Black constituents of the community college system can identify, affiliate and network in the interest of effective education and training of Black people;



provide activities designed to sensitize community college staff members to the needs of Black students in academic curriculum development and in the nonacademic areas of personal counseling, career/vocational guidance, academic advisement, financial aid, recruitment, and retention.

Virginia Community College System Diversity and Inclusion Policy Statement (August 2014) The Virginia Community College System is committed to fostering, cultivating, and sustaining a culture of diversity and inclusion. The VCCS acknowledges the vital impact of a diverse and inclusive community on academic programs, on workforce development and other training, and on the larger communities served by our colleges. Students from diverse backgrounds, taught by faculty and assisted by staff from similarly diverse backgrounds, benefit from an abundant educational experience that prepares them for success in an increasingly interconnected and multi-cultural world. Guest Speakers Thursday Opening Keynote Dr. Marcus L. Martin Vice President and Chief Officer for Diversity and Equity, UVA

Dr. Marcus Martin is professor and past chair of the Department of Emergency Medicine at the University of Virginia. He held the chair position from July 1996 to December 2006. Dr. Martin’s Emergency Medicine responsibilities included the adult and pediatric emergency departments, chest pain unit, express care, Pegasus air ambulance, the Blue Ridge Poison Center, paramedic training program, emergency medicine residency program and several emergency medicine fellowship programs. During his tenure at UVA Dr. Martin has served as Assistant Dean, School of Medicine, Assistant Vice President for Diversity and Equity, and Associate Vice President for Diversity and Equity. On July 25, 2009, Dr. Martin was appointed Interim Vice President and Chief Officer for Diversity and Equity and on April 1, 2011 Dr. Martin was appointed Vice President and Chief Officer for Diversity and Equity. A native of Covington, Virginia, he earned bachelor’s degrees in pulp and paper technology (1970) and chemical engineering (1971) from North Carolina State University and was employed as a production chemical engineer at WESTVACO in Covington, Virginia. A member of the charter class of Eastern Virginia Medical School and the first African American graduate, he earned his medical degree in 1976. Dr. Martin was commissioned by the US Public Health Service and later served as general medical officer at the Gallup Indian Medical Center in New Mexico. He completed emergency medicine residency training at the University of Cincinnati in 1981 and held a series of staff and administrative/teaching posts at Allegheny General Hospital in Pittsburgh. He is a founding member of the Board of Visitors of North Carolina State University. Dr. Martin was the first African American to play varsity football at NC State. Dr. Martin served as the clinical director of the summer program for underrepresented pre-med students, the Summer Medical Dental Education Program (formerly MAAP). He was the first African American to head a clinical department at UVA. Dr. Martin has published widely in journals and has contributed textbook and book chapters in his area of medical expertise. He was recently selected as one of "the top 100 most influential black graduates of NC State University." In April 2007, Dr. Martin was appointed by Governor Time Kaine to serve on the Secure Commonwealth Panel and as vice chair of the Virginia Tech Incident Review Panel. Dr. Martin serves as co-chair of the President's Commission on Slavery and the University and his office coordinates numerous committees and councils in support of diversity and inclusion as well as annual Charlottesville Community Health Fair and the annual Community MLK Celebration.

Guest Speakers Friday Closing Keynote Honorable Delegate Michael Futrell Former VA State Delegate of the 2nd House District VA General Assembly Delegate Michael Futrell is a dedicated public servant representing his community in the Virginia House of Delegates. As an educator and business owner, Delegate Futrell has proven his character, commitment, and consistent contributions to the community. Delegate Futrell began his career as an educator teaching math and science in a low-income school. After making a career change to become a pharmaceutical representative in Northern Virginia, Delegate Futrell also began volunteering as a basketball coach with the Hylton Boys and Girls Club, in Woodbridge, Virginia. Feeling the need to do more, Michael cofounded “Make the Future” in 2010 with his wife, Dr. Bernadine Futrell. A nonprofit organization, “Make the Future” provides underprivileged and at-risk youth in the Northern Virginia community the tools needed to tackle childhood obesity and provides mentoring to prepare them for college. In addition to cofounding “ Make the Future,” Delegate Futrell has always had a vested interest in the political well-being of his community, having served as Past President of the Prince William County Young Democrats and Vice Chairperson of the Prince William County Elections Task Force. After years of active community involvement, Delegate Futrell ran for the Virginia House of Delegates and won. As Delegate, Michael has proven he will work hard for every person in the district. Delegate Futrell and his wife, Bernadine, reside in Woodbridge, Virginia where he is an active member of the Prince William County Chamber of Commerce. A devout Christian, Delegate Futrell also serves as a deacon at Harvest Life Changers Church. He and Dr. Futrell have two children, Michael Jr. and Melanie.

This qualitative study investigated the internal and external factors that served to ameliorate barriers for African American males in the rural southern counties of Virginia. The exploration of popular beliefs about African American males in rural settings and perceived links between poverty and academic success added a fresh perspective on minority rural students. The study revealed the need for improved external support systems and programs for minority students. This interactive session will engage participants in a gamebased social learning platform. Participants will discuss the challenges faced by diverse student populations; barriers that significantly impact diversity and inclusion in our colleges and workforce. We don’t think of “Student Success” correlating to “Time Management.” However, it REALLY does! If we as faculty members are not prepared to go into the classroom, whether face-to-face or virtually, it can and will hinder our students’ ability to be successful. Guess what? They know it too AND they will let you know. I will explain how managing our time can have a positive effect on our students success and a smooth semester for us! In the face of a changing landscape of higher education policy, funding, and student needs, there has never been a more important time to define, construct, and implement strategies that improve student outcomes. Making the connection between Guided Pathways and VIP-PASS will prove essential to shaping the student experience from application through completion.

About This Year’s Recipients Lifetime Service Award Barbara Vinson-Ratliff Barbara Vinson-Ratliff has been an active member of the Virginia Community Colleges Association (VCCA) since being employed with the Virginia Community College System (VCCS) and has never missed an Annual Convention/Conference of the VCCA since 1988. She is currently employed at Tidewater Community College (TCC) as the Public Services Supervisor at the Portsmouth Campus Library and also is an adjunct faculty member in the Languages, Mathematics, and Science Dept. Formerly Ms. VinsonRatliff was a Library Specialist at Paul D. Camp Community College and was also an adjunct faculty member in the English Department. As an ardent contributor to the vision and mission of the VCCS she has served in many leadership capacities both with TCC and the VCCA, for example, she has served in a myriad of positions from secretary, member-at-large, to vice-chair of various commissions. In addition, she has served on the VCCA Executive Committee as a Member-at-Large 1- 1500; Chair of the Support Staff Commission; Chair of the Learning Resources Committee; Chair of the Black Concerns Commission; Chair of the TCC Classified Association; Chair of the TCC Portsmouth Campus Assembly; and is currently the VCCA contact for the Portsmouth Campus, Visual Arts Center and the Workforce Development Center. Ms. Vinson-Ratliff holds a Bachelor of Arts, English, Norfolk State University; Certificate on College Teaching, Old Dominion University; Certificate of Achievement, Theology, United Christian Bible Institute; Further studies, Regent University; Foundations of Cooperative Learning, Cooperative Learning Center, University of Minnesota; Associate of Science, Library Media, Norfolk State University. In addition, she has countless professional affiliations and awards that demonstrate her dedication and concern for students, colleagues, the community, and all she encourages along the way. Barbara Vinson-Ratliff is passionate about learning and is committed to professional and personal development. As part of her numerous service activities, she garnered the following accolades and recognition from K. Elliott, director of the Hampton Roads Community Outreach: “What most strongly impressed me was her willingness to devote her time to educate other young women on how to make positive, responsible decisions. Her concern for people’s development and success is an attribute to be admired.” She is so grateful for the continuous love and support of family and dear friends. Also, she is the delighted mother of Vania, who is a life-long associate of the VCCA and Ronnie who has

presented during a concurrent session for the BCC; likewise, she is thankful for her extraordinarily gifted daughter-in-law, Shanikka, and her extremely bright and athletic grandsons JaRon and Jaden.

About This Year’s Recipients

Barbara believes that you must learn to value what is inside the box so that you may contribute outside of the box and that the passion to help others is the foundation of excellence.

Distinguished Educator Award Dr. Emmanuel des-Bordes Dr. Emmanuel des-Bordes holds a BS degree in Mathematics with First Class Honors from Kwame Nkrumah University of Science and Technology, Ghana. He received an MS degree in Mathematics from Georgia State University and an MS in Statistics from The University of Akron. He earned his doctorate in Industrial Engineering at Wichita State University with a specialization in operations research, particularly, mixed-integer optimization approaches to resource allocation problems. Recently, he has focused on data mining applications in community colleges. From 2000 to present, Dr. des-Bordes has taught many Mathematics and a variety of Statistics courses at the undergraduate level at many institutions including Georgia State University, Georgia College and State University, Friends University, and Bethel College. Over the period 2008-2012, he served as the director of the Mathematics and Engineering Student Success Center at Rhodes State College. In 2013, Dr. des-Bordes was awarded the academic excellence by the Office of the Multicultural Affairs at Wichita State University. He won the best poster presentation award at the 2014 INFORMS Minority Issues Forum in San Francisco. He was also awarded the best paper at the 2014 International Conference on Food and Agricultural Engineering in Antalya, Turkey. He is a member of the Alpha Pi Mu of Industrial Engineering Honor Society and the Phi Beta Delta of International Scholars Honor Society. He is also a member of the Editorial Board of the Cogent Engineering Journal where he serves as an editor. In 2016, Dr. des-Bordes joined Blue Ridge Community College as an assistant professor of Mathematics. He is happily married and a proud father of twin boys. His hobbies include traveling, reading, and listening to music.

About This Year’s Recipients Exemplary Leadership Award Pierce A. Williams, MDiv. Pierce A. Williams, MDiv. is one who considers himself a “lifelong learner, placed on earth to fulfill his Kingdom assignment.” A native of Richmond, Virginia, Pierce is the son of Pierce E. Williams and Beverly V. Hall-Williams, with one brother Lester J. Kenney, Jr. Pierce is a passionate student affairs practitioner. He has served as the Assistant Director of Student Activities, and the Senior Enrollment Counselor at Virginia Union University. Most recently Pierce, has served as the Coordinator of Student Activities at John Tyler Community College. Pierce was educated in the Richmond Public Schools system. Upon graduating from John Marshall High School, he matriculated at Virginia Union University, where he earned a Bachelor’s of Arts degree in Mass Communications, and a Master of Divinity from the Samuel Dewitt Procter School of Theology. Currently, Pierce serves as the Minister to Children, Youth, and Young Adults of the Fifth Street Baptist Church, where he takes pride in serving under the leadership of the Rev. F. Todd Gray. Pierce is a member of Alpha Phi Alpha Fraternity, Incorporated, the Baptist General Convention of Virginia and several other civic and professional organizations. Pierce uplifts himself on the motto derived from the scripture found in Philippians 4:13, “I can because, CHRIST strengthens me”.

About This Year’s Recipients Unsung Hero Award Sandra Bacon Sandra Bacon was born in Mecklenburg County, VA and attended public schools in Newark, NJ. She continued her education at Southside Virginia Community College with an Associate of Applied Science in Information Systems Technology. Sandra also received a Bachelor of Science in Occupational Technical Training from Old Dominion University. Sandra started her work at SVCC as a work study for Student Services in 2000. She later worked part time in the Adult Education Program. Sandra currently works as a Financial Aid Specialist and has been a part of the Financial Aid Department since 2005. Sandra’s past work experience includes an extensive history in banking where she was selected to pilot the first ATM Machines in New Jersey. In Florida, she worked in the computer room of a manufacturing company that made Black Boxes which provided the technology for the Patient Simulators and Wind Sheer System, and manufactured many other surveillance devices used by our military. The sale of the company to Lockheed Martin caused the company to downsize and brought her back to her roots in Southside Virginia. Sandra enjoys engaging with the students at SVCC as the club advisor for the Minority Awareness Programming Club, also known as M.A.P. As the M.A.P. advisor she serves as an advocate for student diversity and involvement. The club hosts several cultural events throughout the semester. In addition, Sandra’s dedication to students reaches beyond the campus. M.A.P. has supported more than twenty needy families over the past seven years. Most notable, M.A.P. host several fundraisers to support their philanthropy projects and cultural experiences for M.A.P. members. Sandra is married to Alfred J. Bacon and together they have three children.
