Procedures for Ballot Placement Drawing 2016 Primary Election Ballot Placement Drawing APPROVED by the Guam Election Commission, Friday, July 1, 2016 GEC Conference Room, Hagåtña

In order to accommodate the overwhelming number of candidates for the 2016 Primary Election, GEC Chairperson Alice Taijeron (D), GEC Vice-Chairperson Jennifer Calvo Quitugua (R) and Commissioner G. Patrick Civille (I), will draw for each candidate’s ballot placement: Chairperson will draw for Democratic Party candidates, Vice-Chairperson will draw for Republican Party candidates and GEC Independent GEC member will draw for the non-partisan candidates. There will be two teams of two GEC employees to act as recorders. They will document the order of which each candidate’s name is pulled, and their corresponding number (ballot placement). Ballot positions/numbers will be filled from last to first. The last or final name to be pulled, will be slotted in the number one position. The first candidate picked will be slotted to the last number: e.g. Juan Binadu, a Democratic senatorial candidate, is picked first, so he will be slotted to No. 17 on the ballot. Drawing will take place for only those offices that have more than one candidate per party. Names of candidates will be placed in individual, covered woven boxes, and placed randomly in a basket labeled for each office and party.

1. The Executive Director will announce each office and party. Because the Democratic Party is in the majority at the Guam Legislature, the Democratic candidates for each office will be called first.

2. The GEC Commissioner from the respective political party will then randomly pick a woven box, open the box, announce the name and record the number/position. The last number will be assigned to the first name picked. The GEC teams will also record names and numbers/positions. This will continue until all names have been drawn.

3. All candidates will be given notice of their number on the ballot.
