SECTION 1 EXTRA EAST CIRCUIT GUIDELINES 20162017 Objectives: EXTRA is designed to give AYSO players additional opportunities to play in a more competitive environment among teams from Section 1 East and beyond. The primary objectives are: 1) a fun and challenging season for the players, 2) accelerated player development and 3) additional playing time against talented opponents. Jurisdiction: The Section 1 EXTRA East Circuit is a primary program and shall be conducted in accordance with the current AYSO National Rules & Regulations, Bylaws and National Policies; the current FIFA laws of the Game (AYSO Edition), AYSO EXTRA Program Guidelines, Section 1 Guidelines; and the guidelines contained herein. The Section 1 EXTRA East Circuit falls under the jurisdiction of the AYSO Section 1 EXTRA Guidelines and the Circuit Coordinator and their designee(s), who will be responsible for providing general administrative oversight and direction of the program, to include managing dispute resolution/discipline. The Circuit Coordinator, with the oversight of the Area Directors, participating within the circuit will appoint staff to assist in managing the program. Each participating Region/Area in the Section 1 EXTRA East Circuit is responsible for overseeing/verifying that the EXTRA program requirements are met as they pertain to player eligibility, coach eligibility, board member training, team formation, field support, and referee support by those Regions/Areas participating within the EXTRA program. Season: A 14 match Fall/Winter season for U9 through U14 teams will generally be scheduled. An end of season tournament will invite the top four placed teams in all gender/age groups. The top two placed teams will advance to Section One playoffs. The Spring season allows flexibility for tournament schedules and/or a smaller developmental league. No matches will be scheduled on the EXPO, Easter, and Memorial Day weekends. 1
Other Important Dates: March 15: Annual Region Application due to Section Director, via Area Director July 15: Annual Region Information Sheet due to Circuit Coordinator & AD October 31: Last day for roster changes. Team Registration: Regions must communicate their intention to participate in Section 1 EXTRA East by submitting a Region Application to their Area Director for approval no later than March 15. This application must be approved by the AD/SD prior to regional tryouts. Once the Region is approved by Section to run the program, the Regions will need to submit an Annual Region Information Sheet to the Circuit Coordinator and Area Director by July 15th. All fees are due prior to the first scheduled games. Teams will not be registered in Section 1 EAST EXTRA circuit until their entire completed application, fees, and other documents are received. Rosters: U9 & 10: 10 players (7v7) U11 & U12: 12 players (9v9) U13 & U14: 15 players (11v11) eAYSO team rosters containing the original signature of the Regional Commissioner and Coach are to be submitted to the Area Director and the Circuit Coordinator prior to the start of the season. A team may add a player to their roster or replace a dropped player to bring the total number of players to the roster sizes stated above utilizing the player placement method described in the Section 1 EXTRA Guidelines. If there is a roster change, a revised eAYSO roster, with the RC's signature, must be submitted to the Area Director and Circuit Coordinator prior to the player entering a match. Player Identification: All players must have current approved eAYSO Player Registration forms available for inspection prior to each game. All players are to present their laminated player ID card, which includes the player's name, photo, team designation, region number, and the RC's signature, prior to every game. Players without the completed ID cards are ineligible and not allowed to compete. The referee team (or Field Monitor, if available) will use the properly completed Player Identification Card to perform player identification prior to each player participating in the match. Once inspection of the cards is completed, cards shall be immediately returned to the team. Uniforms: Players shall wear official AYSO uniforms that meet the National Rules & Regulations. The home team shall change to an alternate color jersey, or shall wear pinnies of a distinctive color, if the visiting team's uniform colors are indistinguishable from that of the home team. The Referee retains the ultimate authority to decide whether a color conflict exists. Fields: It is the responsibility of the Home Region to provide a safe, playable regulation field that is set up and marked by the scheduled starting time of the match. All teams must clean up any trash along their entire side of the field after the match. If a field should become unplayable due to change weather conditions, please give the respective Regional EXTRA Coordinator for the visiting team and the Section 1 EXTRA East Scheduler advance notice as 2
soon as possible. During period of inclement weather, coaches are strongly encouraged to check the home region’s “mud line” or website to learn about reported field closures. The Home Region will be on the side of the field designated by the Region the field belongs to, as the Home side. Matches: As per Law 7, as modified by AYSO, the duration of each match shall be as follows (unless terminated early by the Referee): U9 & U10: 2 halves of 25 minutes each U11 & U12: 2 halves of 30 minutes each U13 & U14: 2 halves of 35 minutes each A grace period of fifteen minutes will be given. All games shall be played as scheduled (date, time, venue). Field closure is the only reason for game reschedule. The Circuit Scheduler will be responsible for rescheduling following this procedure: 1. The Home region will submit three date/time options within 7 days of the canceled game via email to Circuit Scheduler. 2. The visitor has 3 days to respond to Circuit Scheduler. 3. If no visitor response or agreed upon date, the Scheduler will determine date/time of rescheduled game and communicate this information to both teams via email. Coaches: A Qualified Coach (defined in section 1 EXTRA Program Guidelines) must be present at all times. Coaches must wear their ID badge. Coaching (giving technical advice to the players) during the match is restricted to one badged Coach and one badged Assistant Coach. Coaches should notify their opponent as a courtesy as soon as it is known that the team will not be able to participate in the scheduled game. Referees: The diagonal system of control is the only permitted method of control for all AYSO matches. It will be the responsibility of the Home Region to supply a team of three “Qualified Referees” (See Section 1 EXTRA Guidelines) for each match. It is strongly recommended that EXTRA program referees be certified at least one level above the levels listed and that they have continuing education each year as designed by the Region or Playing Circuit. Unless otherwise approved by the Section Referee Administrator, referees shall be a minimum of two years older than the oldest payers in the division to which they have been assigned. If Youth Referees are assigned to any games, a field monitor should also be assigned. Match Misconduct Reports shall be completed for ALL cautions and sendoffs involving any player, coach, and/or spectator. This report shall be sent to the Circuit Coordinator, the Area Directors and Regional Commissioners of the teams involved. Substitutions: All EXTRA players must play a minimum of one half of each match, unless they are injured, ill, arrive after the start of the match, leave before the end of the match, or are sent off by the referee. Regional Guidelines may have requirements that their teams must follow in addition to these Section 1 EXTRA East Guidelines. 3
Conduct & Discipline: ● Coach, player, and spectator behavior is primarily the responsibility of the Coach. ● Referee may order irresponsible coaches, parents, or spectators to leave the “area of the match”. ● Anyone “sentoff” or ordered to leave the “area of the match” may not participate in the team's next played match. ● Anyone who has been sent off for violent conduct will be suspended indefinitely, pending due process. Additional disciplinary measures may be carried out as each of these cases will be reviewed and handled on an individual basis. This player will also be ineligible for Section playoffs. ● Anyone with their third cumulative caution will be ineligible to play in the team's next played match. ● Anyone who receives their second cumulative red card will be ineligible to play the next two played matches. ● A team allowing an ineligible player, coach, or spectator to participate will forfeit all matches in which that ineligible participant was involved and may also forfeit participation in the Circuit Tournament. Further discipline may be imposed by the Region/Area/Section. ● Coaches that deliberately do not play a scheduled match or pull their team from the field before the match has been ended by the Referee, may face disciplinary action by their Region or the Circuit. ● Further discipline for violations of these Guidelines may include a longer suspension, a deduction of points in team's standings or a ban from further participation in the Circuit and/or Section EXTRA Tournament. ● Weapons will not be allowed in the vicinity of ay AYSO game. Weapons are viewed as violent misconduct I the most serious sense and subject to criminal prosecution. Game Cards: Cards will be provided to each team prior to the start of the season. Only these issued cards will be used. Cards must be fully completed prior to the start of the match, including both first and last names of all players in jersey number order. Coaches are responsible to sign the game card after each match as verification of the contents of said card. Each Region must establish internal procedures to ensure that the Regional EXTRA Coordinator obtains the cards and Misconduct Reports as soon as possible. All Misconduct Reports must be completed and submitted to the Circuit Coordinator, Area Directors, ad RC's of the teams involved within 24 hours. Match Results: Coaches must report their team's results within 24 hours of the conclusion of their match via email to the Circuit Statistician. Failure to submit match results, including misconduct reports, within 24 hours, may result in loss of points in standings. Regional Coordinators must monitor their teams to ensure match results are promptly and accurately reported. Any matches canceled or rescheduled must be reported to the Circuit Coordinator, Scheduler, involved Area Directors and Regional Commissioners. Regional Coordinators will work with the Scheduler and coaches to reschedule the match. Any challenge to the reported match score must be received by the Statistician within one week of the posting of the score. During the final week of games, challenges must be received within 24 hours of posting. The Circuit Coordinator will have the authority to determine the result of any abandoned or 4
terminated game. A neutral Review Panel will be convened to review the decision of the Coordinator. Standings: Team standings will be based on the following point structure: Win – 3 points Tie/Forfeit – 1 point Loss – 0 points A forfeit will be recorded as a 10 win for the opposing team (unless the match is a mutual forfeit – result is 0 points for both teams) Tie breakers for standings at the conclusion of the season, or tournament pool play, shall be as follows: ● Head to head play outcome ● Lowest number of goals against ● Goal differential (goals scored less goals allowed) ● Goals Scored (max 3 per game) ● Fewest send offs and cautions resulting in suspension ● Coin toss If a team drops out of the circuit during the season, the remaining matches will be treated as forfeits. Circuit Tournament: At the end of the Fall/Winter season, the top four teams in each division will be invited to the Circuit Tournament. To participate in this tournament, the team (or their region) will be required to supply a threeperson qualified referee team. Revised: July 2016
