Call to order The meeting was called to order at 1:30 pm. 2. Review of Draft Minutes – 10/03/13 and 11/07/13 Motion to approve minutes of 10/03/13: Romero. Approved by consensus. Motion to approve minutes of 11/07/13: Welch/Mangin. Motion approved. 3. AR 3010 – Graduation Requirements (changes on page 10) – Carolyn Jackson The changes are a result of SB 1440 which mandated AA-T and AS-T degrees. ACTION: Carolyn will ensure the change is noted in the College Catalog for next year. Motion to approve changes as written: Garner/Romero. Motion approved. 4. BP/AP 3310 (Consultant Jane Wright requested the title change to "Use of Copyrighted Material" for clarity.) "Material" should be singular in the title of both the BP and AR Motion to approve title change: Weckler/Romero. Motion approved. 5. 4241 AP – Progress Renewal (proposed new policy) – Rachel Mayo Jay explained that at the end of each semester, cumulative calculations are made to determine a student’s Academic Standing. Academic probation is triggered when a student's cumulative GPA falls below a 2.0 GPA; progress probation is triggered when more than 50% of the total number of units for which a student has enrolled has resulted in grades of W, I, no credit (NC) or no pass (NP). o A process for academic renewal is in place (allowing qualified students in academic probation or dismissal to stop the use of old grades of D or F in the GPA calculation), but there is no process for Progress Renewal (to “renew” old grades of W, NP or NC). o Lack of a process means the student with an Academic Standing of Progress Probation or Dismissal has difficulty getting off the probation/dismissal cycle. This is an issue under the Student Success Act as it affects registration prioritization. o AP 4241 provides a process which gives a conditional path for a student to be removed from progress probation/dismissal. At the end of each semester, approximately 1500 students are at some level of probation and/or dismissal. It is felt there needs to be a process to deal with the progress probation/dismissal cycle similar to the Academic Renewal process. o An automated process can filter the 1500 students for those dealing with progress probation. After filtering for the targeted students, it would be determined which students could benefit from progress renewal.

Terrence stated there should be a caveat regarding students having no GPA because all units are being taken for credit/no credit. Wanda stated that the GPA should at least be a 2.0. o ACTION: Jay will change the wording in bullet 2 to state that 12 units must have a 2.0 GPA or 12 units must have a P grade. ACTION: Jay will provide feedback next semester regarding success with the target group. Rachel stated Academic Renewal will be reviewed next semester. Both academic and progress renewal will be reviewed together to keep the probation tracks parallel. Motion to approve AP 4241: Mayo/Romero. Motion approved.
6. Policies and Procedures approved prior to 2012 Remove the following policies and procedures from the review/approval process for further review: o BP/AR 3025 (Basic Skills Instruction) o BP 3220 (Grading and Academic Record Symbols) o AR 3220 (Pass/No Pass Grading) o AR 3290 and check for title change

Motion approved. Dale stated that the catalog BP/AR information needs cleanup; the new policies/procedures need to sync with the catalog. o Wanda stated that policies which have affected matriculation due to the Student Success Act should be reviewed in Student Services Council. o Kathie suggested that Sandi might be the logical point person. o No ACTION was taken

The current charge of the IC committee was reviewed. o Change title for Terrence Willett to Director of Planning, Research and Knowledge Systems o Change DE to Distance Education (spell it out) Michael suggested a review of the charge of the committee should be an agenda item each May. Francine asked for clarification of the differences between the IC committee and the IAC committee. Jim stated that IC is a shared governance committee while IAC is not. IAC is a working committee which addresses division issues. Dale stated there is a break in the information flow. Kathie stated the division deans should be taking information back to their divisions/departments. Jim suggested there should be a single clearing house for shared governance minutes with a quick turnaround time on minutes. Georg stated that minutes should be posted as drafts; information is more important than accuracy. Isabel stated there is an opportunity for high-level discussions regarding how information is processed and shared, and how to share different levels of information. Ian stated that he had been to several meetings where the same information was discussed but he walked away with nothing. He believes one reason information flow breaks down is because several departments do not meet on a regular basis. Ian and Georg agreed that from a structural view, IC is the "cabinet" of the Instruction component and standing committees of IC should be identified. Clarification of committees that should report to IC is needed to ensure adequate information flow. They both felt CIP should report to IC. Suggestions for spring IC discussions: o Visioning day discussion – Terrence can use IC in testing the data wrap for Visioning day o Identify standing committees o Incorporate short standing reports into the agenda o Start to build the agenda two weeks before the meeting o Discuss how we are moving forward with repeatability and lifelong learning o Faculty development
