Call to Order Board President Lisa Murray called the October 25, 2017 Regular Meeting to order at 7:13 p.m.

Pledge of Allegiance Board Trustee Bill Kress led all those present in the Pledge of Allegiance.

Prouds Board President Lisa Murray shared the following:  OHS student Skyler Jones has been named a Finalist in the Siemens Science Competition  The following ten (10) OHS students have been accepted to the Area All-State Band and Orchestra  Marcus Shaw  Ania Tomescu  Nina Foster  Maggie Ford  Deborah Johnston  Sophy Yu  Lara Tomescu  Emma Montgomery  Aliya Bashir  Grace Bradshaw  The OHS Girls Tennis League are Champions  Assistant Superintendent for Business Alita Zuber published an article in AASA The School Superintendents Association magazine  The OHS Volleyball League Champions are on to the sectionals  The OHS Girls Soccer, Boys Soccer, Football, and Field Hockey teams all qualified for the playoffs  OHS student Patrick St. Ange has been named Cross Country League Champion

 The OHS Swim Team had the best showing as Conference Champs in the Program’s History 1.4

Special Recognition Superintendent of Schools Raymond Sanchez stated that this week – October 23-27 – is Board Recognition Week and that tonight we have a special student performance. Mr. Sanchez thanked the Board of Education for their leadership and support of our students, their families, staff and community. Mr. Sanchez invited Director of Cultural Arts, Bradley Morrison, to the podium. Mr. Morrison expressed his heartfelt thank you to the Board of Education for all of the work they do in support of the District. Each Board of Education member received a gift from the Ossining High School Art Department – an 11”x17” duplicate of original photos taken by Ossining High School art teacher and veteran, Mr. Ron Whitehead. The Claremont School 4th Grade Chorus, under the direction of music teacher Giocille Shaw on the piano sang “America the Beautiful”. Each student presented each Board member a rose and a paper bag filled with cookies. At the conclusion of the performance, members of the Board thanked the students and staff for the very special recognition.

AMD Student Petition At this point during the Board meeting, Mr. Sanchez stated although not on the agenda, that Anne M. Dorner Middle School student, Daniel Hannon, would like to present the Board with a petition to have Wednesday, November 1st, as a day off from school following Halloween festivities. Daniel stated that he circulated the petition around the school and obtained 400 signatures in support. Board discussion took place. The Board of Education thanked Daniel for coming forward with his request and commended Daniel for his leadership, confidence and conviction. Board of Education members shared concerns regarding the impact that a day off from school would have on families and how it would affect the school calendar. Mr. Sanchez thanked Daniel for attending tonight’s Board meeting and publicly presenting his proposal and petition to the Board of Education. Daniel concluded by requesting that the Board of Education “seriously consider” his request going forward. 2. Audience Recognition – Agenda Items Only None 3. Work Session 3.1 External Independent Audit Report

Mr. Alan Kassay, a partner at the auditing firm of PKF O’Connor Davies prepared a brief PowerPoint presentation and provided an overview of the Ossining School District Audit Report for the 2016-2017 school year, highlighting information contained within the Independent Auditors’ Report. Mr. Kassay provided an overview of the 2017 audit process, an overview of revenues and expenditures; revenue history, and fund balance analysis. At the conclusion of his review, Mr. Kassay reported that recommendations have been made and that the District is in good financial shape. 2

At the conclusion of the presentation, Board discussion took place. Members of the Board thanked Mr. Kassay for his report and review of the State Audit. Superintendent of Schools Raymond Sanchez thanked Ms. Zuber and her staff for her staff for their hard work and assistance during this process. 3.2 School Building Action Plans

Director of Elementary Teaching and Learning Carrieann Sipos was joined by the elementary school building Principals who used a PowerPoint presentation to provide an overview of the Elementary School Building Action Plans. Park School Principal: Cynthia Bardwell reviewed shifts in family engagement Brookside School Principal: Dr. Ann Dealy reviewed how growth is monitored and the importance of “Kid Talks” to get to know students and their interests Claremont School Principal: Kate Mathews reviewed literacy Roosevelt School Principal: Michelle Grier reviewed shifts in math, STEM, and school-wide enrichment Teachers will meet students where they are at their level and determine ways in which to elevate them to where they need to be. The elementary schools encourage family and community engagement which is crucial to student success. The elementary schools are cohesive and collaborative and align new initiatives with existing ones. Director of Secondary Teaching and Learning Dr. Brian Alm continued with the PowerPoint presentation and was joined by the secondary school building Principals who provided an overview of the Secondary School Building Action Plans. Anne M. Dorner Middle School Principal: Regina Cellio provided an overview regarding professional development at the secondary schools Ossining High School Principal: Stephen Hancock provided an overview regarding parent-community-school partnerships At the conclusion of the presentations, Board discussion took place. Members of the Board commented on the excellent leadership, collaboration, and synergy among the school buildings. Mr. Sanchez and members of the Board thanked Ms. Sipos, Dr. Alm, the Principals, instructional leaders and teaching staff for their dedication and hard work on ensuring the success of all students. 4. Regular Meeting: Business of the Board 4.1 Resolution to Appoint Additional Consultants for the 2017-2018 School Year

Brief Description of Expertise

Special Education Speech Therapy This is the first step for the young dancer, incorporating ballet movement in a semi-structured class using improvisation and musical play, and introducing center-floor work. These classes work at an age-appropriate level while developing strength, coordination, and musicality. This is a heart healthy fun class that has multifaceted benefits for children. The children will improve coordination and anaerobic endurance. Zumba creates self confidence in body movement overcoming shyness leading to a desire to exercise more. This program is based on the idea that pre-schoolers like to pretend and explore and learn. In this class, they play the role of scientists and explore themes that encompass a physical connection to the world around them.

In this class students will learn how to use their breath and how to move their bodies to help manage stress and to connect with their feelings in a positive way. They will learn the value of teamwork and be immersed in the value and learning of kindness and compassion Kids have a blast, thinking outside the box in this Recycled Art Program. In this program our goal is to open children’s mind to creative possibility The classes provide an introduction to cooking while teaching the students about quality, seasonal, fresh foods obtained locally. 4.6 Resolution Regarding a Request for Textbook Approval

RESOLVED that the Board of Education hereby approves the university level textbook entitled, “American Government and Politics Today” by Ford Bardes, Schmidt and Shelley for use in the Advanced Placement in U.S. Government and Politics course at Ossining High School. 4.7 Resolution to Approve Stipulation of Settlement Agreement and Release

RESOLVED, that the Board of Education hereby approves a Stipulation and Settlement Agreement and Release between the Ossining Union Free School District and Rok-Built Construction Inc.; and BE IT FURTHER RESOLVED, that the President of the Board of Education is authorized to execute said Stipulation and Agreement of Settlement and Release on behalf of the Board. I move that the Board of Education accept the recommended classifications, placements and related services recommended in the IEP for students as recommended by the Committee on Special Education and Sub-Committees on Special Education in meetings held on September 18, 19, 20, 25, 26, 27, 28, 29 October 2, 3, 4, 5, 6, 10, 11, 12, 16, 17 in addition to the dates throughout the Spring to conduct Annual Reviews and direct the administration to arrange for the appropriate placement as set forth. The Budget Advisory Committee meeting was well attended – encourage efforts and advocacy for Foundation Aid The Facilities Committee meeting was held and the topic was “Turf Fields”. A representative from A-Turf attended the meeting and provided information regarding their materials The National School Boards Association (NSBA) Conference will be held in San Antonio, Texas in April 2018. Board President Lisa Murray plans to attend. Proposal to eliminate the New York State tax deduction will have a negative impact The next Policy Committee meeting will be held on October 26th; the Committee will be reviewing the Board Policy Manual in its entirety this year to update and revise various policies Lack of Foundation Aid, the Tax Cap limits, and tax certioraris affect programs Teachers Center Board meeting was well attended Lisa Rudley and Frank Schnecker attended the New York State School Boards Association (NYSSBA) Annual Convention held in Lake Placid, New York in October. All went well regarding the proposed resolutions, except for the repeal of the tax cap
