Members of the public wishing to address the City Council on items appearing on the agenda are requested to complete a "Speaker's card" and file it with the City Clerk prior to the start of the meeting. h) 2017 Road Rehabilitation Project — PW 2017-Olt RECOMMENDATIONS: 1. Adopt the Plans and Specifications for the Road Rehabilitation Project, PW 2017-01, and authorize the Public Works Director to call for bids and make modifications to the design in order to facilitate engineering and/or economic issues should any arise; and 2. I) Term of the Public Member Appointed to the City of Ojai Fiscal Policy Budget Committee RECOMMENDATION: Establish the term of the Public Member appointed to the City of Ojai Fiscal Policy Budget Committee to be four (4) years. PUBLIC HEARINGS 2. FY 2017-18 Budget Review and Adoption RECOMMENDATIONS: 1. Hold the public hearing continued from June 13, 2017 to receive comment on the FY 2017-18 Proposed Budget. 2. DISCUSSION 4. Pledging the City's Support for Clean, Renewable Energy and Supporting the Paris Climate Agreement to Reduce Greenhouse Gas Emissions RECOMMENDATION: 1. Adopt a resolution which supports the Paris Climate Agreement and pledging to continue the City's efforts to reduce greenhouse gas emissions; and 2. Adopt a resolution to support City efforts toward 100 percent clean, renewable energy and reducing greenhouse gas emissions. 5. Ojai Trolley Fare and Service Modifications RECOMMENDATIONS: 1. Authorize Trolley service to begin outreach efforts for changes as outlined in this report; and 2. Direct the staff to perform public outreach and return with final recommendations to minimize loss of Transportation Development Act funds for implementation at public hearing during the July 25, 2017 City Council Meeting. 6. Adoption of Complete Streets Master Plan RECOMMENDATIONS: 1. Receive a staff report; and 2. Adopt the Complete Streets Master Plan as an implementation strategy of the City's 2012 Complete Streets Policy; and 3. Adopt a resolution approving the Complete Streets Master Plan. 7. Status Report on Building and Planning Projects RECOMMENDATION: That City Council receive a report on the projects and work being performed by the City's Building and Planning Departments. 8. Enforcement of Leaf Blower Rules and Regulations RECOMMENDATION: Provide direction to the City Manager on the enforcement of the City's Leaf Blower rules and regulations, effective July 1, 2017, per the following recommendations: A. Establish a public outreach campaign to inform the public about the resumption of enforcement, including but not limited to press releases, City website/Facebook page postings, Channel 10 notices mailed to current and future holders of a City business license for landscaping/gardening, and an information flyer produced in both English and Spanish; and B. Dedicate approximately 10 per month to the enforcement of Leaf Blowers; and C. Direct the City Manager to return to City Council after three months of enforcement with a status report on enforcement with any recommendations for enforcement modifications.
